IIT IIM Pay Hike : Notification on AICTE Pay Revision only after general election

In a meeting with AIFPTO officials on 1 April 2009, Ms. Pratima Dixit Director (TC), MHRD, informed that  the UGC is still holding its notification for university teachers, the AICTE could not take any decision in the matter. She furthur added that the pay revision report would be finalized and notifed only after general elections are over.

FOR TEACHERS THE NOTIFICATION WILL BE ISSUED AFTER THE GENERAL ELECTIONS BUT FOR PSU THIS WAS DONE WITHIN A WEEK OF SUBMISSION OF REPORT WHICH WAS MUCH LATER THAN CHADHA AND MEHTA COMIITTEES HAD SUBMITTED THEIR REPORTS. TEACHERS IN HIGHER EDUCATION AND TECHNICAL EDUCATION SHOULD NOTE THE DOUBLE STATNDARDS THAT UPA GOVT HAS PLAYED WITH THE TEACHERS BECAUSE THEY ARE NOT IN A POSITION OF ARM-TWISTING THE UPA GOVT, LIKE PSU OFFICERS . PLEASE DO REMEMBER THIS WHILE CASTING YOUR VOTE IN GENERAL ELECTIONS. NOW THE TEACHERS SHOULD WAKE UP AND SEE HOW MUCH UPA GOVT CARES FOR THEM AND HOW TO TEACH A LESSON TO THE DECEIVERS. PROBABLY THE BABUS IN THE MINISTRY WANTED A SENSE OF DISSATISFACTION AND FRUSTRATION AGAINST THE PRSENT GOVT TO GROW AND A STATE OF CONFUSION TO CREATE. PEOPLE WILL CERTAINLY VENT THIS FRUSTRATION THROUGH THEIR VOTES.

If a government has taken a decision at Sept.08, then how much time they will take to implement it? May be one year is required by different committees and ministries to find out the way to deprive with a layer of butter on it. This incredible efficiency should be considered as the reflection of whole Govt.

BANK WAGE REVISION TALKS ARE GETTING POSTPONED SINCE JAN 2008 . BETTER WAGES AND SECOND OPTION FOR PENSION WERE UNDULY DELAYED FOR THE REASONS BEST KNOWN TO IBA/GOVT. DURING 1977 BANK OFFICERS SALARY LEVEL WERE REDUCED ANDSTANDARDISED TO THAT OF GOVT OFFICERS LEVEL STATING THEY ARE OF EQUAL RANK. THE IBA CAN GO BACK TO THAT RECOMMENDATION AND COMPARE THE ERSTWHILE SCALES TO THE PRESENT LEVELS AND REVISE THE SCALES SUITABLY. EVRY EMPLOYEE WILL GET MORE THAN 30% INCREASE ALL THE INJUSTICE MET TO THE BANK MEN SINCE 1986 WILL BE RECTIFIED AUTOMATICALLY . SINCE HUGE WRITE OFF RUNNING INTO HUNDREDS OF CRORES ARE GETTING WRITTEN OFF EVERY YEAR THERE IS NO JUSTIFICATION TO BRING THE COST FACTOR/CAPACITY TO PAY ETC.IT IS A SERVICE ORIENTED INDUSTRY AND THE GOVT HAS TO LOOK IN TOTHAT ASPECT ALSO. This statement itself shows that technical teachers are not of any imporatnce for this government. They are doing only those things which can give them political milage. Otherwise is last six month they can do what they want. Chadhha submitted report in october and then MHRD taken tow months in notfying on 31st dec after strike of ugc teachers. then jan- march passes 3 months and government didnt do anything for technical teachers. On other hand they notify pay revision of PSU last week after anouncement of general election. So why General elections are hurdle in notfying the iit/iim pay revision.

It is indeed a state of shame that the teachers are humiliated and deprived. The country like India, is the largest trainers of human
resources, which not only serves for the country but serves for the globe, and it's the teaching community who contributes to it. Not only that, the teaching community is the role model, who is not paid back from any sources rather than their salary, though works day and night with the philosophy of morality and knowledge for the sake of others.
They are the only role model to our nation.

At the end of the day, if we look back, they are under the poorest category in terms of salary earned per hour.

The situation is more worse in the premier technological Institutes as IITs and IIMs. Where, apart from producing best graduate engineers, they have to produce a large numbers of scientific papers and get engaged in excelent quality scientific research and supervise a large numbers of PhD students. At the end of a day, after 16 yrs of efforts, they end up with 6-7 hrs of pending jobs.

A careful statistical analysis shows that at the end of the month this community get the similar salary as the teachers in mass educational Institutions. Their students, after graduating and learning from their teacher, when get placed with a minimum salary structure of 3-4 times as that of their seniormost teacher, do lough at the same teacher, and don't even bother to show disregard upon them. Needless to mention that the recent incident of humiliating the Director of IIT Kharagpur- is a shame to all teaching community. In my opinion, the poor earning capability is the only criteria for which students in premier Institutions dare to show their disrespect to their teachers.

If you go to any University abroad, faculty members are equipped with secretarial assistance and a lucrative amount of contingency apart from a good salary structure. The system demands at the cost of paying. On the other hand, in a would be developed country like India, where, at the end of a year crores of money remains unspent- crores of money flows through the black hand, crores of money gets reserved due to lack of planning- the teaching community in even a presitigious Institutions like IITs is treated so poorly.
The whole structure would catastrophically collapse if the salary structures and other perks for the teaching community is not significantly enhanced to make them socially respectable, and the pay report is not implemented immediately after the election.

Who is there to listen? Is our system sensible enough to understand the need for the society?

Dear All!

After May 03, 2000 AICTE notification, there is no further change in their policy.

Why AICTE being the body of so to say professionals, not prompt and that much responsible to follow the guidelines of Ministry & UGC?

Are they waiting for public action or the Government of India to punish them for such negligence?

Presently, none of the PG technical/management AICTE approved qualification is a standard as compared to good degree colleges.

Most of the AICTE approved PG institutions are run by visiting faculties.

Only highlighting old qualification/age norms for professor/director as Ph. D. with First Class @ PG in relevant subject with 10/15 years of experience will not improve quality of management institutes.

Similarly, fresh PG/MBA/MMS without relevant experience in BBA/BMS or industry of atleast 5 years should not be allowd to teach PG. How do you expect PG/MBA/MMS just passed out can teach the same class without higher qualification, say Ph. D. or equivalant?

We do not get enough applications of relevant Ph. D. and fit-in overall generally experienced industry candidates as their expectations are very high.

The point is, are we not helping education contango (i.e. profit sharing) in this process allowing PG AICTE approved institutes to be run by visiting faculties? These visiters neither provide standard education nor placements.

The way out at present is a balance between supperannuated capable experienced faculties with UGC relaxed qualification of 50% OR second calss @ PG before September 1991 passed out with Ph. D. OR relevent general industrial experience to the level of Ph. D. with 10/15 years of experience. So that some more candidates will apply who are inclined to work for education and research for economic development in this phase of recession.

Now, AICTE should come out whole heartedly accepting the UGC/MHRD superannuation revised qualification/age relaxation norms under 6th Pay Commission No.1-32/2006-U.II/U.I(i) GOI,MHRD, New Delhi, dated 31st December 2008 at its earliest before the academic year to start from 20th June/1st July 2009.

Does the minister know how much monitary loss teachers have suffered due to delay in pay commission implementaion ? For a simple lecturer it is not less than RS 70,000, (9% interest of Rs1,50,000 of last 10 months) govt should keep this in mind at the time of tax deduction and give relief at that time. For a minister this amount is a TA of one local trip !!
