UGC Pay hike : Official Fitment Table

The Ministry of HRD has finally come up with the release of Official Fitment table for pay of teachers and equivalent cadres in Universities and collegesand also for the post of Registrars/Deputy Registrars.

The fitment table was a long standing demand for the fixation of pay and allowances for the existing incumbents , who were in position as on 01.01.2006 in various categories of posts.

Respected Sir,
Fitment table issued by MHRD for university and college teachers is not in accordance with the method adopted by central and state govts. for their own employees. In case of central and state govt. employees in Band -4 one increment of 3% has been given for every two years but in the case of university and college teachers this method has not been adopted and the teachers with basic pay of 13260,13680,14100 and 14520 has been fixed at the same stage and due to this mistake the complete fitment table for Readers and Professors has been decreased by one increment at the each stage for Readers above 14520 and Professors also , it shows that the Readers and Professors has been moved two years backward, It is not fair.
We should represent our case to the HRD Ministry and should not accept this fitment table.

There is substance in Dr Akhilesh Kumar's argument. The official fitment table is erroneous and should be corrected accrdingly.The sooner the better.

The fitment tables suggested are in gross violation of what union MHRD has given earlier after union cabinet approval. It is to be think upon whether some foolish bureaucrats may be allowed to maliciously misinterpret the decisions of the cabinet of the largest democracy or it is the government itself who sounded different before elections for their mean political interests. Either the case may be, but it is very unfortunate for the country of India. It is no matter what one will get and what other will not, the erosion of creditability of bureaucracy and top political leadership is greatly in question. One more important issue is that whether incompetent, corrupt inefficient and insensitive self appraised bureaucracy that is not more than garbage of colonial imperialistic rule of Britishers will bring the grand success for India to make it global leader or the professionals of different fields work hard together will insure the biggest position of beloved country in world order. Whom to be empowered and whom to be make light in the largest interest of the country and the society of this great country. I think for now the government establishment has shown its faith in garbage and that is what I feel is the most unfortunate and regretting development. Further, one can clearly see that advantage has been given to the old bucks irrespective of their caliber and contribution at the cost of promising young people. I hope for the complete rethink and possibly revision of these fitment tables in strict accordance to the proposals of the union cabinet and MHRD given in December 2008.

Sir,
The fitment tables forwarded to the Secretary, UGC by Ministry of HRD on 4th June,2009 as come as a rude shock for many teachers who are working in colleges and universities and have been waiting for the fitment tables for quite a long time. There seems to be lot of errors in the fitment tables. Take for example the case of readers in the pre-revised scales of 12000-420-18300. It has been mentioned in the report that those who have completed three years as on 1-1-2006 will be placed in the PB IV and then the teachers will be fixed in the pay after giving 1 increment for every completed 2 years of service as it has been done in the case of central government employees in PB IV. On analysis of the fitment tables for Reader/equivalent level positions, it is seen that those who have drawn 7 increments in the pre-revised scale are given minimum of pay band that is Rs.37400. Does it mean to say that 7 years of service or 7 increments drawn has no value and these cadre position will draw one increment only when they have drawn 8 or 9 increments in the pre-revised scales of pay. Even in the fifth pay commission also there are a lot of anomalies as some teachers have not been given two advance increments at the time of their promotion to the post of reader/equivalent cadres. These issues need to be taken up by all at once with MHRD and UGC and get the due for what we are entitled for.

Respected Sirs,
In addition to the above comments I must point out that in the FITMENT TABLE increments have been calculated on the basic pay only whereas as per order of the MHRD dt. 31/12/2008 it should have been calculated on the sum total of the basic pay and the AGP. This has given rise to a gross error in the table. Moreover, maximum no. of anomalies are found there with the Fitment table corresponding to PB 4. Many teachers in the pre revised scale 12000 - 18300 reached the maximum of the scale a few years earlier and stagnated there without getting any stagnation benefit at any subsequent date even. As a result they have lost the benefit of advance increments allowed to them earlier for their having PhD / M Phil. degress. The present revision is neither allowing them any benefit for their PhD / M Phil degrees nor giving them any benefit which they have already lost because of Stagnation.
I would request the AIFUCTO leadership to make their views clear on the point of reemployment ( as per the said order of the MHRD, reemployment has already bee given effect in Cental Govt. Universities and Colleges) of teachers who have retired already at the age of 60 yrs. but have not yet attained the age of 65 yrs.

The official fitment table for the revised UGC pay scales is erroneous on many counts: allocation of additional increments as CSIR has done, allocation of increments on account of acquiring Ph.D. degree during service,adding one increment on slab of twio years of service. In all. the fitment table should be revised in view of the complete implementation of the VI pay commission and the MHRD recommendations.Dr Akhilesh Kumar has spelt out these gross errors. I am a retired person getting 18300.00 I was also stagnated for over 4-5 years on the day of superannuation (28th feb.2006).
There are 2 -scales in UGC. I just want to know to which scale I am fitting in.

I will be very glad if you give me the correct fitment.

Dear Sir,
The errror in the fitment table for Asst.Prof.(Selection Grade)who completed 3 years of service[Table-4]should be rectified and new revised table should be issued.The correction is the following:In revised pay Column,corresponding to the old basic pay 14,100,the revised pay should be 38,530 and corresponding changes should be made subsequently.
I don't know how this mistake occured but it causes a large amount of loss to the experienced teachers.It should be rectified immidiately and should be circulated duly corrected.
