Central D.A. will be @ 7%,AICPIN for the month of June 2011 released

D.A @ 7%
All India Consumer Price Index Number for Industrial Workers (CPI-IW) on base 2001=100 for the month of June, 2011 increased by 2 points and stood at 189 (one hundred & eighty nine) .
Calculating the last 12 months average it is almost certain that Central employees are likely to get 7 % Dearness Allowance with effect from 1st July 2011.
The index no. for Jan, Feb, Mar, Apr & May 2011 was 188, 185, 185, 186 & 187 respectively.

DA for Bank workmen and Officers are calculated based on average Consumer Price Index Numbers (Base 1960=100) for the months of April, May and June 2011.
Ministry of Labour and Employment ,Govt of India has released the CPI(IW) figure for the month of June 2011 today. Accordingly confirmed CPI(IW)figures are as follows:

Average index figure comes to 4276 points with an increase of 360 slabs over 2836 points
resulting an increase of eight slabs over existing level.
Therefore, DA payable for Bank Employees for the months of August,September & October '11,will be at the rate of 54 %

West Bengal declares holiday on 8th August for Tagore’s death anniversary

UPDATE : Holiday declared in N.I. Act
West Bengal Chief Minister Mamata Banerjee Thursday declared Aug 8 a holiday to mark the death anniversary of poet Rabindranath Tagore.
Banerjee also appealed to the central government to declare a national holiday to mark the occasion, and said she would write to Prime Minister Manmohan Singh in this regard.

MACP : View Railway Board's clarification

Railway Board has yesterday issued clarification regarding criteria and benchmark of MACP to AIRF :
"....However, the Modified ACP Scheme, which has superseded the earlier ACP Scheme and effective from 1.9.2008, prescribes that financial upgradation would be subject to fitness in the hierarchy of the Grade Pay with in the PB-1. Thereafter, the benchmark of ‘Good’ till the Grade Pay of Rs.6600 in PB-3 and the benchmark of ‘Very Good’ to the Grade Pay of Rs.7600 and above would be applicable for financial upgradation. As such, the MACPS criteria for upgradation are different from the ACP Scheme......:"

August is the month of strike and protest


In the month of August, a number of countrywide strike is scheduled.
On 5th August Bank employees and officers are on strike against move of Govt. of India for further deregulation/privatization of the banking sector . The strike is called under the banner of UFBU
From August 8 to 10, all major unions of Coal India Ltd including CITU, INTUC, AITUC, HMS and BMS called strike for 3 days demanding early wage negotiation and against privatization/outsourcing/disinvestment.
On 17th August Medical Sales Representatives are going to strike for their demands pertaining to service conditions and trade union rights at the call of FMRAI.

Inflation Index for D.A. calculation : inflated ? Expert suspects.

There could be a systemic over-estimation of the retail inflation as measured by the consumer price index for industrial workers, or CPI-IW, as it forms the basis for revision in the dearness allowance of central government employees.
This retail measure of inflation has generally shown a wide divergence with the widely followed wholesale price index (WPI) inflation. "Since the people who collect data for the CPI get their salaries indexed by the same index it actually feeds into some tendency to bloat that," said Kaushik Basu, Chief Economic Advisor, Ministry of Finance. The CPI-IW is compiled by the Labour Bureau and investigators are employed by state governments — directorate of economics and statistics —to collect the prices.

J & K employees to strike on 5th and 6th August

Government employees under the banner of Jammu and Kashmir Government Employees Joint Consultative Committee (JCC) condemned the police action on the government employees and declared to observe two days strike from August 5. This was announced here today by senior leader EJAC, Ram Kumar Sharma in a joint press conference of all the three factions of EJAC.

Air India employees may face wage cut

Air India employees may have to take a wage cut as part of the struggling national carriers turnaround plans. Civil aviation minister Vayalar Ravi has told the 14-odd employee unions of the airline that the government expects employees to contribute towards reviving the loss-making airline.

Coal India wage talk to start within a month

Coal India Ltd is expecting to set the stage for wage negotiations within a month. The negotiation will define the company's wage bill on nearly 400,000 workers for next five years.
While the negotiation is delayed due to infighting within the dominant Indian National Trade Union Congress, one of the factions led by the general secretary, Mr Rajendra Prasad Singh has threatened to go on a strike from August 8 to 10, in protest against the delay.

Supreme Court stays newspaper wage board recommendations


The Supreme Court Monday asked the central government not to go ahead with the implementation of the recommendations of Justice Majathia Wage Board for working journalists and other newspaper employees for the next two weeks.

Punjab police personnel and nursing staff to get enhanced pay scales,

The Punjab Government today issued notification revising the pay scales of over 70000 constables of Punjab Police as per the recommendation of 5th Punjab Pay commission.  The constables would get revised pay scale from 1st September, 2011.
The Punjab government has decided to implement the revised pay scales of nursing staff as per the recommendations of 5th Pay Commission.

Employees' Strike Affects Work in Kashmir

Jammu and Kashmir government employees Monday went on strike, affecting work in most offices in summer capital Srinagar, and held rallies to press for their demands.
The employees have been demanding payment of arrears of their salaries enhanced on the recommendations of the Sixth Pay Commission, raising the retirement age from the present 58 to 60, regular employment to daily wagers and ad hoc employees, and hike in emoluments for Anganwari workers.

B Ed must for Bengal teachers

Candidates without degree to be allowed to sit for SSC with 2-year window 
The state government has made BEd compulsory for teachers of secondary and higher-secondary schools but offered a two-year window from the day of joining to new recruits without the degree.
The announcement was made today in accordance with the provisions of the Right to Free and Compulsory Education (RTE) Act, 2009, and will come into effect from this year.
Although the government will allow those without BEd to appear for the West Bengal School Service Commission (SSC) test, “those with the degree will be given priority in selection”, said school education secretary Vikram Sen.

CBEC Cadre Restructure Proposal returned by DOPT. Possibility of early implementation stands remote.

"Cadre restructuring going to be Central Excise Superintendent & Inspectors’ nightmare, we depended on Chairman and ex- ADG HRD and present Member ( P&V) but now every one of them denying what ever they have promised till date. To add more spices to it now it has came back once again from DOP&T with query on the increase in entry level gr. ‘A’ post. D.O.P&T categorically told to our office bearers that the increase in no.of post  proposed by CBEC may experience a sea change at the time of finalization. We can well assume that the assurances given by F.M. to ADG ( HRM) may not fetch any betterment for this poor cadre. However, we are trying to finalise a meeting with F.M.soon and after that  we are planning for parliament rally followed by fasting unto death. All the office bearers and zonal and unit representatives should start widespread campaign on the subject matter."

RBI wants all PSBs to have uniform pension provision

After coming down heavily on banks for not making adequate provision for increased pension liabilities arising out of wage revision, the Reserve Bank of India (RBI) now wants all public sector banks to have uniform pension liabilities.
According to sources in the banking industry, the central bank sees no reason why each public sector bank should have different pension liabilities, since the inputs which go into calculation of pension provision are nearly the same.

Expected D.A. for bank employees in August 2011

Only nominal increase of 4 slabs ?

DA for Bank Employees are calculated based on average Consumer Price Index Numbers (Base 1960=100) for the months of April, May and June 2011.
CPI(IW) for the months of April and May have already been released by Labour Bureau,Govt of India.Confirmed CPI(IW) figure is 186 and 187 for April and May respectively.Exact increase of DA cannot be worked out based only on past two months figures.
However assuming that the index figure of June may be at same level of May ie. At 187 points it can be expected that there will be only nominal increase of 4 slabs in August '11 to take the DA figure to 53.40% from existing 52.80%
Considering the past few months movement of CPI figures, in spite of recent hike in fuel prices etc chance for increase of 2-3 points is remote ,and enen then the same may add about 2% only.

Coal strike threat over wage pact delay


Coal unions have called a strike from August 8 to August 10 over the delay in the formation of a panel on wages.
The strike call by five central trade unions comes at a time Coal India Ltd is struggling to increase production.
In a joint notice served to the chairmen of Coal India and Singareni Collieries Company (SCCL), leaders of the five central trade unions said they would go on a three-day strike if their demands, including one on a new wage agreement, were not met soon.

Journalist wage board : Minister denies of seeking any fresh clarification

Union Labour and Employment Minister Mallikarjun Kharge on Monday clarified that his Ministry had not sought any clarification from the Law Ministry following a writ petition filed in the Supreme Court challenging the recommendations of the Wage Boards for Working Journalists and other Newspaper Employees headed by Justice G.R. Majithia.
Contradicting reports, Mr. Kharge said the question of seeking fresh clarification from the Law Ministry did not arise at all as the court had not stayed the board recommendations.

Majithia Wage board for journalists notification likely to be delayed further


The Cabinet approval and issue of notification of the recommendations of the Wage Boards for journalists and other employees of the newspapers/news agencies are likely to get further delayed. The Labour Ministry has once again sought the opinion of the Law and Justice Ministry, in view of a petition filed in the Supreme Court challenging the recommendations.

RBI Unions demand pension at par with Central Govt.

The employees' union of Reserve Bank of India demand equal pension benefits on par with those of their counterparts working in central government departments.
A chalking-a-strategy meet organized by joint body of all the unions operating in the country's apex bank is to be held on July 7 in Chennai, which in later stages would be followed by a protest march on Tuesday.

Bank strike deferred to 5th August.

The proposed July 7 nationwide bank strike has been deferred to August 5, the United Forum of Bank Unions (UFBU), which is spearheading the strike, said today. “The UFBU met today in Chennai. Since the monsoon session of Parliament will begin from August 1 (instead of July), the proposed strike on July 7 is postponed to August 5,” UFBU convener C.H. Venkatachalam said.
