Consumer Price Index Numbers for Industrial Workers (CPI-IW) November 2012
The All-India CPI-IW for November, 2012 rose by 1 point and pegged at 218 (two hundred and eighteen). On 1-month percentage change, it increased by 0.46 per cent between October and November compared with 0.51 per cent between the same two months a year ago.

Likely Bank D.A. from Feb'13 : A sum up

Like every time we are being flooded by queries from bankers about the probable D.A. for Feb/Mar/Apr 2013. As you are aware that D.A. is calculated on AICPIN data for the last three months, i.e., Nov, Dec and Januray , it is too early to calculate anything. We have only November data published and the December figure will be made available on the last working day of this month. Then only we can make some prediction and do the anticipated calculation. Based on the current trend of inflation,there is a possibility of significant increase but we have to wait a little longer to predict anything.
The next index of CPI-IW for the month of November, 2012 will be released on Monday, December 31, 2012

Confusion over percentage of D.A. in West Bengal

What is the actual hike ? 7% or 6% ?
With the announcement of 7% D.A. from January 2013 for the state employees and pensioners by the C.M. yesterday (Click here to view the PTI news), the state workers are confused about the real hike. As far as pending installments are concerned, the next due installment was 6% in stead of 7%, as promised by the C.M. When contacted for clarification, the senior officers in the finance ministry said that it was not an issue and they will release 7% D.A., as announced by the C.M. yesterday. But state employees are keeping their fingers crossed and waiting for the order to be issued by the Finance Dept. But it is certain that at least some relief is coming in the new year.

West Bengal announces Dearness Allowance from Jan'13
Siliguri (WB), Dec 26 (PTI) The West Bengal government will give seven per cent more to the existing Dearness Allowance to its employees, Chief Minister Mamata Banerjee said today.

The enhanced DA will be given from the end of next January, Banerjee said on arrival at the Bagdogra airport here from Kolkata.

New timing for CGHS dispensaries in New Year

CGHS dispensaries, now known as Wellness Centres, will function on revised timing from the new year. It has been decided to fevise the timings of CGHS Wellness Centres from the present 7.30 A.M. to 1.30 P.M. to the new timings of 9.00 A.M. to 4.P.M. from 1.1.2013.
The new timing will be implemented in centres in New Delhi/NCR first and orders for other centres will follow soon.

Reeling under acute financial crunch, chief minister Mamata Banerjee has set a precedent by instructing the state finance secretary to remain present at the first cabinet meeting of the New Year. It is learnt that the chief minister wants to review the revenue status and focus on generation of non-plan funds to disburse the fresh installment of dearness allowance (DA).

Govt to issue orders next month for pension benefit to armed forces

Government Orders on Cabinet Decision on Pensionary Benefits to Ex-Servicemen to be Issued Next Month
Describing the twin tasks of improving the pensionary and medical benefits for ex-servicemen as ‘subjects of prime concern’ and ‘as an ongoing process’, the Defence Minister Shri AK Antony today announced that the orders authorizing payment to ex-servicemen and their families accruing from the recent cabinet decisions, hiking pension and other benefits amounting to nearly Rs.2300 crores per annum, would be issued next month. 
Addressing a meeting of the Consultative Committee attached to his Ministry, here, Shri Antony said this is the third time in the last four years that the Government have systematically improved the post-retirement benefits for ex-servicemen.

SC/ST quota in promotion bill passed in Rajya Sabha

The bill for providing quota to members of Scheduled Castes (SCs) and Scheduled Tribes (STs) in promotion in government jobs was on Monday passed in the Rajya Sabha by an overwhelming majority. As many as 184 votes were cast in favour of the bill while there were eight votes against it.

 Sources in the Finance Ministry of the state Govt. revealed that it is all set to announce the next .installment of Dearness Allowance for the state employees. It is to be announced very soon, probably in a couple of days. As per information with us, the hike will be 6% of basic pay (another source in the ministry informed that there will be two installments granted together amounting to 13% in one go) and will be effective from January 1 , next year.

Central Govt staff to go on strike on December 12

Railway employees are not joining the strike.
The Confederation of Central Government Employees and Workers (CCGEW) have given a call for a one-day strike on December 12 demanding fulfilment of its 15-point charter of demands. The major demands include setting up of a seventh Central Pay Commission (CPC), rectification of anomalies, rectification of DA formula, grant of transport allowances for all field persons and revision of tour TA and DA.

J & K released second installment of pay commission arrears.

The Jammu and Kashmir government has released an amount of Rs 900 crores to clear second installment of the arrears of over 4.5 lakh state employees on account of Sixth Pay Commission during the current financial year, reports from Jammu said Sunday.

WB teachers' transfer bill deferred

UPA wins FDI vote in Rajya Sabha

The UPA government managed an easy win in the Rajya Sabha when FDI in multi-brand retail came up for voting on Friday. The government’s victory was scripted by Samajwadi Party and the Bahujan Samaj Party. While Mayawati chose to vote in favour of the UPA government, Mulayam Singh’s party MPs staged a walkout just minutes before voting. 
123 casted their vote against the motion opposing FDI in multi-brand retail, while 109 voted in its favour. 
The motion was earlier defeated in the Lok Sabha. The voting was preceded by an animated debate in the upper house that saw clashes between government and the opposition, which accused Commerce Minister Anand Sharma of misleading the House and demanded an apology.

As we are constantly receiving requests for prediction of PSU IDA, the following is uploaded for information to all concerned. It may kindly be noted that it is only an assumption.
IDA : if present trend continues it may be 3.9%. We have to wait for Nov 12 index.
Industrial Dearness Allowance(IDA) rates are based on All India Consumer Price Index (IW) average for the specified months, All India  Consumer Price Index ( Industrial Workers(IW)) for the month of October 2012 has increased and  stood at 217 i.e. an increase of 2 points.Based on the average of Consumer Price Index [Industrial Workers(IW)] Industrial Dearness Allowance(IDA) of PSU Employees is to be increased by 3.9% or more from 1st January 2013.

Govt. rules out any comparison of salary between bank and central employees

No Comparison between pay Structure of Central Government Employees and of Bank Employees 
The pay scales of employees in Public Sector Banks (PSBs) are determined as per the agreement between the management and Associations/Unions every five years. Besides the pay, employees in banks are also entitled to a number of other allowances and benefits. The pay scale of the Central Government employees are finalised by Government taking the recommendations of Central Pay Commission into consideration and these pay scales are reviewed generally after ten years. The terms and conditions of service of Central Government employees and Bank employees are entirely different and are regulated in terms of the respective service conditions. Hence, no comparison can be drawn between pay structure of Central Government employees and of bank employees.

This was stated by the Minister of State for Finance, Shri Namo Narain Meena in a written reply to a question in the Lok Sabha today (30.11.2012)

AICPIN data for October 2012 released

Central D.A. is certainly heading towards at least 8% from Jaunary 2013
Consumer Price Index Numbers for Industrial Workers (CPI-IW) October 2012
The All-India CPI-IW for October, 2012 rose by 2 points and pegged at 217 (two hundred and seventeen).

On 1-month percentage change, it increased by 0.93 per cent between September and October compared with 0.51 per cent between the same two months a year ago.

Govt considering raising cap on subsidised LPG cylinders

New Delhi, Nov 30 (PTI) Government is considering raising cap on supply of subsidised LPG cylinders and a decision will be taken in the "next few days", Petroleum and Natural Gas Minister M Veerappa Moily said in the Lok Sabha today."We are considering it (giving more than six subsidised cylinders) and need a few days time," he said during Question Hour.

Tripura raises its employees' DA, 42% now from December'12

Barely months ahead of the crucial assembly polls in the lone Left?ruled state, the Tripura government Tuesday announced seven percent increased dearness allowance (DA) for its 209,000 employees and pension holders.
"Despite our severe financial crisis, the government has released seven more percent DA for the employees and pensioners," Finance Minister Badal Chowdhury told reporters.

Kasab hanged to death

Mumbai attack gunman Ajmal Kasab hanged
Nearly four years after the Mumbai terror attack, Ajmal Kasab, the sole surviving Pakistani gunman, was hanged to death at the Yerawada central prison here this morning in an operation shrouded in secrecy. 25-year old Kasab was hanged at 7.30 am, Maharashtra Home Minister R R Patil said in Mumbai shortly after the hanging.

West Bengal miser on D.A., generous on holiday

Sectional holiday on 19th November 2012 in West Bengal
The West Bengal Govt though unable to hike the long awaited Dearness Allowance to it's employees while most other states have done so, the state Govt. is found kind enough to grant holidays to it's staff. Starting from declaring additional holidays in birth and death anniversaries of eminent persons, extra holiday in festive season (just to maintain the continuity of holidays) and now grants Sectional Holiday in "Chhat Puja".
In a notification dated 14th November 2012 it declares "Sectional Holiday for the non-bengaleese who actually performs the puja traditionally and employed in state Govt. offices, local bodies...."
Unlike the other closed holidays, Govt. offices in the state will remain open on 19th November 2012.

Hyderabad, Nov 12 (PTI) In a Diwali bonanza to its about 12 lakh employees, the Andhra Pradesh government tonight increased their Dearness Allowance (DA) by 5.99 per cent with effect from July 1 this year.Chief Minister N Kiran Kumar Reddy has approved the DA increase this evening, an official release said.
The existing DA is 41.94 per cent and now it goes up to 47.93 per cent after the hike.

IBA extends pension option for "VRS Retirees"

Second Pension Option for VRS Retirees from Nationalised Banks.
Finally IBA has extended 2nd option to bankers who reired voluntarily from service. This option will be available to those who had taken Voluntary Retirement from the Bank's service on or after 29.6.1995 in case of nationalised Banks / 26.3.1996 in case of Associate Banks of SBI.

Vijay Mallya sells a 54.3 per cent stake in United Spirits to the Diageo group for $2 billion. A joint announcement is to be made after the stock markets close today. 
Hopefully all the dues of Kingfisher employees will be settled now.

Tamilnadu issues order for festival advance hike

As informed earlier in this blog, Tamilnadu has issued order enhancing the limit of festival allowance from Rs 2000 to Rs 5000 for Govt. employees and employees of PSU and statutory bodies.
Govt. has also issued an order regarding cash incentive to employees who rendered 25 years of service. The amount of incentive has been hiked to Rs 2000 and the amount to be disbursed in cash, instead of NSC.

 The salaries of Air India employees for September and October this year would be disbursed before Diwali (November 13) and productivity-linked incentive (PLI) for two months by the month-end at a total cost of almost Rs 500 crore.Air India has decided to clear payment of salary to all its employees for the months of September and October 2012 before Diwali.

Bank bipartite : Negotiation begins

The bugle for the 10th bipartite banking sector wage agreement has been sounded, with five employee unions giving charters of demands for wage revision and service conditions to the Indian Banks’ Association (IBA) last week.
An official with IBA confirmed the initial interaction of the union representatives. The officers’ union would follow suit. IBA would have to secure the mandate of each bank to negotiate on their behalf. For this, banks would have to secure approvals from their boards of directors.

7% hike in DA for UP govt employees

Ahead of festive season, Uttar Pradesh government has approved a hike of seven per cent in dearness allowance to its employees on the lines of their counterparts in Central government. State government employees, staff of aided educational and technical institutes, local bodies and UGC 
payscale would get 72% DA in place of 65% with effect from July 1, a spokesperson said.

Madhya Pradesh announces 7% Dearness Allowance

As expected, M.P has announced 7% D.A.

In a bonanza, second time within three months, ahead of Diwali festival the government announced 7% dearness allowances (DA) for the state employees.
The last impressive increment came less than three months ago on the occasion of Independence Day when the travel and other perks of the employees were hiked.
The Chief Minister said the dearness allowance announced on Thursday will also be given to pensioners, teachers and panchayat workers.

Tamilnadu increases festival advance

 Festival advance for state government employees has been increased from Rs. 2,000 to Rs 5,000, Chief Minister Jayalalithaa told the Assembly on Thursday.

Ex-servicemen status for retd paramilitary troops

In the run up to Himachal Pradesh assembly and an eye on 2014 parliamentary polls, the government has decided to extend ex-servicemen benefits to retired central paramilitary personnel. The move will please 17 lakh serving and retired personnel from the forces, who were treated like any other government employee.

IBA issued circular for D.A. increase for Nov,Dec'12 and Jan'13

As confirmed by labour bureau, the ACPIN(IW) for the month of September [Base Year 1960=100] 4907.56, consequently D.A. to employees payable for the period Nov, Dec 2012 and Jan 2013 is 510 slabs, an increase of 42 slabs over the current level.

7% D.A. likely to be hiked for Madhya Pradesh


There might be a good news in store for the state government employees. If reports are to be believed, CM may announce a 7 percent dearness allowance (DA) for the government staff. Besides, there are speculations about fixing the 5500 pay scale and ministerial allowance for the employees.
All formalities in this regard have been completed in the finance department. The move by the state government would bring the employees at par with the central government at an overall 72 percent DA.
Likewise, the employees falling under the 4000 payscale, could now be provided the 5500 revised pay scale which is in accordance with the sixth pay commission.

Central employees may get 8% D.A. from January 2013

Update on 31.12.12 : Possibility of 8% D.A.
 AICPIN of October'12 increased by 1 points and stood at 218. Only the Dec'12 figure is needed for actual calculation of Central D.A. from 1.1.2013. If the number increases by 4 points, then only there will be a 9% D.A. As the chances are remote, it is predicted that Central D.A. is going to be hiked by 8% from the new year.

Andhra Pradesh employees to get 6% D.A.

In what could be sweet news for about 10 lakh state government employees and 5.5 lakh pensioners, the government has agreed for 6 per cent hike in dearness allowance for them with effect from July.

The Madras high court has put on hold the process of digitization of television signals in Chennai till 5 November.

Chennai cable operators filed a case in the Madras high court for an extension of the 31 October digitization deadline because of non-availability of set-top boxes.

Bank D.A. to increase 42 slabs from November'12

The All India Consumer Price Index ( for Industrial Workers)Base 2001=100 for the month of September '12, has been released by Ministry of Labour,Govt.of India today ,which stood at 215 points with an increase of 1 point comparing to last month.
Accordingly the DA payable for Bank Workmen/Officers for November,December and January '13 will be ,for 510 slabs with an increase of 42 slabs from current level.(468 slabs) @ 76.50%.

AICPIN for Sep'12 increased one point

The All-India CPI-IW for September, 2012 rose by 1 point and pegged at 215 (two hundred and fifteen). On 1-month percentage change, it increased by 0.47 per cent between August and September compared with 1.55 per cent between the same two months a year ago.

NMC demands new pay commission for central & state staff

Subhash Shastri, President National Mazdoor Conference (NMC)  on Sunday urged upon Prime Minister to constitute  7th Pay Commission as the DA has already touched 72 per cent and make announcement to this effect in forth coming winter session of  Parliament beginning from 22nd November 2012.
He also appealed to declare 7th Pay Commission as National Pay Commission so that its recommendations are simultaneously implemented for central staff and employees of the state Governments.

Jammu and Kashmir hikes D.A. w.e.f 1.7.12

As expected and informed in this blog earlier, the state cabinet today approved Dearness Allowance to it's employees and pensioners.
The Jammu and Kashmir government today announced 7 per cent Dearness Allowance(DA) for employees with effect from July 2012. The State Cabinet which met here today under the chairmanship of the Chief Minister Omar Abdullah accorded approval to the release of 7 per cent (DA) in favour of the govt. employees, pensioners and family pensioners in cash with effect from July 2012, raising the total DA from 65 per cent to 72 per cent. The enhancement in Dearness Allowance will also apply to work charged/whole time contingent paid employees working in regular time scale. The additional burden on State exchequer due to DA will be Rs 500 crores annually and from July 2012 onwards it will be around Rs 335 crores.

J & K employees to get 7% D.A., announcement on 25th Oct.

The State Government employees are all set to get seven per cent Dearness Allowance (DA) in cash with effect from July 2012 as the Cabinet is likely to give its nod for the same on October 25. The State Cabinet is meeting on Thursday under the chairmanship of Chief Minister Omar Abdullah at Srinagar at 12 noon. This will be the last Cabinet meeting before the closure of Civil Secretariat in summer capital of the State and Darbar Move to Jammu. According to the authoritative sources, the Cabinet is likely to approve release of seven per cent DA in cash, which has become due with effect from July 2012, in favour of the State Government employees.

Central Govt. hiked Risk Allowance

Central Govt. has increased risk allowance to it's employees with effect from 01.08.2008 vide O.M. No. No.21012/01/2010-Estt. (AL) 

The amount of Risk Allowance would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. No separate instructions on this count would be required.

30 days' adhoc bonus for Uttar Pradesh employees

The U.P. government has decided to provide 30 days ad hoc bonus to the state employees before Dussehra festival. According to official sources here today, about 1.4 million state employees would receive bonus with a maximum limit of Rs 3,500.

J & K likely to enhance 7% D.A. soon

To pacify agitating employees, the state government is likely to hike Dearness Allowance (DA) for its employees by 7 per cent. The formal announcement of the DA hike is likely be made in the next Cabinet meeting, where the proposal is to be placed for approval.
Highly placed sources said the Finance Ministry had finalised the proposal for enhancing the DA for the employees by 7 per cent. As the approval of the Cabinet is a must for the hike, the proposal would be discussed in the next meeting, which is likely to be held very soon. More than 4.50 lakh government employees will benefit from the hike.

Tamilnadu grants promotional increment in promotion to post carrying same grade pay

There is a long pending demand for promotional increment in the case of promotion in the post carrying same grade pay. Central Govt. has been agreed upon to grant one increment in this case in the recently concluded anomaly committee meeting but the issuance of necessary order is still awaited.
However Tamilnadu has issued the clarification regarding fixation of pay in the same grade pay.

Cabinet likely to approve 78 days' bonus for rail employees on 18th Oct.

Despite financial crunch, railways is likley to announce 78-day wages as bonus for its employees for the year 2011-12. "The proposal for declaring 78-day productivity linked bonus (PLB) for railway employees is being finalised and it would be taken up by the Cabinet on October 18 for a final decision," said a senior Railway Ministry official.

Assam Govt enhances DA to 72 per cent

The Assam government has raised the Dearness Allowance and Dearness Relief for its employees and pensioners from 65 to 72 per cent effective July one this year.
Following the increase, the DA will be at par with Central Government employees, official sources said today.
The arrear will be paid in cash, the sources said adding an additional expenditure of Rs 400 crore will be incurred by the Government during the current financial year.

Tata Steel to pay minimum bonus of Rs 18,000 to each eligible worker

The minimum bonus for an eligibleTata SteelBSE 0.05 % employee will work out to around Rs 18,000, according to a press release by the company.
While the maximum bonus payable for such employees will be Rs 1,41,343, the minimum will be Rs 17,978, it said.
The steel major today announced about Rs 182.47 crore as annual bonus for the year 2011-12 against Rs 171.70 crore paid in the previous year.

Haryana released 7% D.A. hike order

Haryana announced a 7 per cent increase in Dearness Allowance (DA) to state government employees. The DA has been enhanced by seven per cent on the pattern of central government employees, Haryana Finance Minister Harmohinder Singh Chattha said. The DA has been raised from existing 65 per cent to 72 per cent, which would be given with effect from July 1, 2012. He said as a result of it, the state exchequer would bear an additional burden Rs 38.80 crore per month and have an annual impact of about Rs 465.60 crore.

Bihar employees, pensioners to get 7% hike in D.A.

In a pre-festival bonanza, the Bihar government today announced seven per cent hike in the Dearness Allowance for its employees and pensioners with retrospective effect from July 1 this year, an official said.
With this, the DA of state government employees and pensioners would go up to 72 per cent of the basic salaries as against 65 per cent earlier, Principal Secretary (Planning and Development) Vijay Prakash told reporters.
The decision was taken at a cabinet meeting presided by Chief Minister Nitish Kumar, he said.
The DA hike would put a burden of Rs 575 crore on the state exchequer, Prakash said.

Bank Unions to submit charter of demand for 10th BPS by middle of October

 A meeting of UFBU, chaired by Com. S.S.Shishodia, President, AIBOA, and preceded by a meeting of 5 Workmen’s Unions, has been held on 28th September 2012 at Chennai.
Common approach was arrived at in the matter of wage revision. It was decided that Workmen’s Unions and Officers’ Unions would separately finalise the respective charters and the same would be submitted to IBA thereafter, tentatively by the middle of this month.

Tamilnadu announces 7% Dearness Allowance, Download Order

Tamil Nadu government today proposed a seven per cent hike in dearness allowance (DA) for its employees, in line with a recent central government proposal. 

Chief Minister J Jayalalithaa said with the Centre announcing seven per cent increase in DA, her government has decided to provide a similar hike in the basic pay of its employees and teachers.

The additional expenditure would be Rs 1,443.50 crore annually on the exchequer, she said in a statement here. 

She extended the benefit to pensioners from the aforesaid categories also and said the hike will be paid in cash with retrospective effect from July 1, 2012. 

The move will benefit 18 lakh persons and encourage the government staff to more effectively involve themselves in public service, she said.

Cabinet nod for reform. Clears FDI in Pension, hikes cap in Insurance

In a major and bold step towards reform, the Union Cabinet approves FDI in pension and hikes FDI cap in insurance to 49%. Of course these have to be passed in the parliament, which may not be a safe passage.

The Union Cabinet today approved the introduction of certain official amendments to the Pension Fund Regulatory and Development Authority Bill, 2011. These official amendments have been necessitated in view of the recommendations of the Standing Committee on Finance which has examined the Bill. Based on the recommendations of the Standing Committee on Finance, the Government has decided to accept the following:

1. that the subscriber seeking minimum assured returns shall be allowed to opt for investing his funds in such schemes providing minimum assured returns as may be notified by the Authority;

The Insurance Laws (Amendment) Bill, 2008 - pending in Rajya Sabha
The Union Cabinet today approved necessary official amendments in the Insurance Laws (Amendment), Bill 2008, pending in the Rajya Sabha, with such drafting and consequential changes, if any, in consultation with the Legislative Department.

These amendments are aimed at removing archaic and redundant provisions in the legislations and incorporating certain provisions to provide Insurance Regulatory Development Authority (IRDA) with flexibility to discharge its functions effectively and efficiently. The overall objective is to further deepen the reform process which is already underway in the insurance sector.

The official amendments will be moved in the Insurance Laws (Amendment) Bill, 2008 pending in the Rajya Sabha.

Based on the recommendations of the Standing Committee on Finance, the Cabinet has approved amendments containing the following :

1. The foreign equity cap is proposed to be kept at 49 per cent as provided in the Insurance Laws (Amendment) Bill, 2008 as against the 26 percent. This is done in order to meet the growing capital requirement of insurance companies.
