Himachal announces 4-9-14 time scale, Issued order

Shimla, Jul 18 (PTI) Ahead of assembly polls this year, Himachal Pradesh chief minister Prem Kumar Dhumal today announced a number of benefits for the government employees including accepting their major demand on grant of time scales.

Making the announcement at the meeting of Joint Consultative Committee (JCC), the chief minister said that 3.37 lakh regular, contractual and part-time and daily wage employees of state government and boards and corporations would be benefit from the decision to grant time scales after four, nine and fourteen years. The Chief Minister also announced that contractual employees recruited under Recruitment and Promotion Rules by HP Public Service Commission and HP Subordinate Services Selection Board will be regularised in six years now instead of eight years earlier. They will also be entitled to ten days' medical leave in addition to 12 days casual leave and they would also be eligible for transfer after three years instead of five years. This decision would benefit over 42,000 employees. Dhumal also announced grant of one special increment to class IV employees on completion of 20 years of service benefiting over 80,000 employees in the state and also announced hike in tribal allowance from Rs 200 to Rs 300. He announced adopting of uniform policy for providing compassionate employment to next of kin of the deceased which would also cover contractual employees. Part time water carrier would be made daily wager on completion of nine years instead of 10 years and designated as water carrier-cum-sewadar and the eligible water carriers would also be absorbed against available vacancies. Dhumal also announced housing loan facility to the state employees on the pattern of the one extended to central government employees on the basis of revised basic pay by removing the upper limit of Rs 7.5 lakh. He also announced increase in the budget for repair of government residential houses for the employees at district level from Rs 10 crore to Rs 13.85 crore. Assembly elections are due in November in the hill state.
