7th Pay Commission: Defence forces to get 10% arrears before October 30 as 'Diwali gift

The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016.

Even as the Central government and the three defence chiefs are trying to sort out a dispute over the new pay grades for the army, navy and the air force, the BJP government has planned a temporary payment for the armed forces.
The defence ministry has said a "pending issuance" of the pay commission notification has been sanctioned by the president on ad-hoc basis. The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016, the Economic Times reported.

This means all the soldiers are set to receive roughly one month's salary. The government is trying to ensure that the arrears are reflected in salary slips before October 30 (Diwali).
According to media reports, the army, navy, and the air force personnel (unlike the civil service) have neither received their arrears arising out of the pay-commission order, nor have their new salary scales come into force. The delay is due to the three service chiefs' intervention seeking correction in the anomalies in the compensation structure for the forces.
The service chiefs have said that the services will not implement the pay commission's recommendations until and unless the anomalies, which include those related to disability and pay pensions, are resolved.
In other news, the government on Monday refuted media reports, which suggested that the disability pension scheme for the armed forces had been cut. Government sources cited by a leading daily claimed that the disability pension for sepoys had increased by Rs 2,700 per month, for havaldars by Rs 1,450 per month and for naiks by Rs 2,300 per month post the implementation of the 7th pay commission.
Media reports indicated that the government has notified of a new set of rules for granting disability pensions to the armed forces. The new pension calculation method replaces the decade-old system put in place by the sixth pay commission (CPC) according to which, the pensions arising by disability aggravated by military services/wars were calculated on percentage basis on the last pay drawn.

Sir,
What is the role of NJCA regarding the proposed strike by NJCA ?Since Confederation is a member of the NJCA,it should get clarifications regarding the deferred strike .Each and every employee who was ready for the previous strike and withdrawal of it on the call of NJCA has the right to know the stand of NJCA.Keeping mum is nothing but cheating.

LET US RECOLLECT THESE POSTS

Com. Shiva Gopal Mishra, Convenor, NJCA has made it clear in the circular issued on 7th July 2016, which reads as follows: -

“Though there is positive assurance from the Govt. of India, but all of you will not take rest and assume counseling the cadre and ground staff that they should remain in full preparedness, because if there will not be SATISFACTORY OUTCOME, we will be having no alternative except to agitate the issues again.”

WHERE IS Com. Shiva Gopal Mishra and NJCA.When the Confederation alone has started agitational programmes?

Now,Confederation is preparing for a strike. Please recollect the following post dtd July 8.

" All of us are aware that NJCA is not a monolithic, composite organization. It is a united forum of independent organisations. Each Federation has its own identity and individuality and take decision as per the direction of the managing bodies of each organization. Hence different views may emerge in the NJCA, but final decision is taken by consensus. If each organization stick on to its own stand and others to follow it, there is no question of consensus and NJCA will not exist."

Does the NJCA exists now?

Media may not be familiar with sensitive matters like pension. The rule Book will reflect the existing position. How ever, any modification if required can be only with the findings of the Nominated Committee at appropriate time.Same is the position respecting !!! Anomalies!!! which will be requiring detailed examination by the committee. The Rule Book which is in two parts as of now,can be applied to the best advantage, pending decision. The Only aim should be to reduce the sufferings of the family pensioners to the possible extent...
