Central staff to seek PM's attention over minimum pay hike demand

Central government employees seeking higher minimum pay and fitment factor hike beyond the 7th Pay Commission recommendation will now approach Prime Minister Narendra Modi to get their demands fulfilled, said a report.
 
“We have faith in Prime Minister’s office, we have faith in PM Modi. We are sure that in order to maintain good industrial relations in the country, PM Modi will find an alternate solution," said the India.com report quoting Shiv Gopal Mishra, NJCA convenor.

Probable Central D.A. from 1st January 2018

With the increase of AICPIN number for October 2017 by two point, everybody is waiting to know the probable DA from 1.1.2018.
As we know that data for November and December is required to calculate the exact amount of D.A. payable from 1st January. These data will be made available on 31st December and 31st January.
If it is assumed that current level (287) is maintained in the next two months, there will be an increase of 2% D.A. / D.R. payable from 1st January 2018. The position can change only if the number drastically increases or decreases in the next two months.
So it can be predicted that there will be an increase of 3% D.A. / D.R. from 1st January 2018.

Maharashtra government looks to cut 30% of workforce

In a move that can only be described as bitter irony, the Maharashtra government is looking to shave its workforce by 30 per cent so that it can afford to pay the remaining employees as per the Seventh Pay Commission recommendations that are due to be implemented soon.
Faced with a mounting salary bill, the finance department in May issued a Government Resolution (GR) asking all departments to submit new masterplans on their staffing needs.
The GR noted that for long-term financial stability, the increase in expense on salaries should not be more than the average rise in revenues. It stressed that "different departments must cut the demand for human resources by 30 percent by trying to bring in efficiency through use of information technology".

Rajasthan government announces arrears for employees

he Rajasthan government on Saturday announced that it will provide benefits under the Seventh Pay Commission recommendations to nearly 12.5 lakh employees and pensioners in the state with effect from January 1, 2017.
The move will put an additional burden of ₹10,400 crore every year on the government and the arrears will be paid in three installments, state Industries Minister Rajpal Singh Shekhawat said in a news conference.
The decision was taken on the basis of a report summated by the DC Samant committee that was formed to examine and implement the recommendations of the seventh pay commission in the state.
The arrears will be effective from January 1, 2017 and will be given in three installments – 30% in April 2018, 30% in July 2018 and 40% in October 2018, the minister said.
Shekhawat said under the pay commission, government employees and pensioners will get a minimum increment of 14. 22%.
There will be minimum 32% increase in the basic pay and employees will get over 100% increased house rent allowance, he said, adding that the maximum limit of payable gratuity was increased from ₹10 lakh to ₹20 lakh.
Earlier, chief minister Vasundhara Raje had announced to implement the recommendations of the pay commission before Diwali and had also released a notification, saying that the arrears will be in effect from October 1, 2017.
But state government employees are unhappy with the announcement.
Reacting to the government’s decision, Akhil Rajasthan Rajya Karamchari Sanyukt Sangharsh Samiti member Tej Singh Rathore said the government has made an incomplete announcement to crush the employee’s agitation and the proposed Aakrosh rally on Sunday.
State government employees’ union were, however, angry over arrears not being given from October, and had threatened to stage a statewide Aakrosh rally from December 3.

National Anomaly Committee not to take up minimum wages and fitment issue

Despite various media reports about possible hike in minimum pay and fitment formula practically there is no such possibility as of now.
DOPT in a letter to staff side JCM made it ample clear that the NAC is not going to consider the issue as it is not to be treated as 'anomaly' as per condition laid down as DOPT O.M. No. 11/2/2016-JCA dated 16th Aug 2016 and 20th February 2017.

Government nod to panel to look into salary hike of lower court judges

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved appointment of Second National Judicial Pay Commission (SNJPC) for Subordinate Judiciary in the country.
The Commission is to be headed by Shri Justice (Retd.J P.Venkatrama Reddi, former Judge of Supreme Court of India. Shri R. Basant, a former Judge of the Kerala High Court is the Member of the Commission.
The Commission will make its recommendations to the State Governments preferably within a period of 18 months.

West Bengal extends tenure of sixth pay commission, allows DA and HRA for Gr C employees from begining

Adding much frustration to the state Govt. employees, West Bengal Govt. has extended the tenure of sixth pay commission for one more year.

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2017 are as follows:-
July 2017 – 6505.38
Aug 2017 – 6505.38
Sep 2017 – 6505.38
 The average CPI of the above is 6505 and accordingly the number of DA slabs are 516 (6505 – 4440= 2065/4= 516 Slabs) The last quarterly Payment of DA was at 478 Slabs. Hence there is an increase in DA slabs of 38, i.e 516 Slabs for payment of DA for the quarter Nov, Dec 2017 and January 2018.

Further to the ongoing discussions in the Sub-Committee on non-financial demands, today(31st Oct'17), a round of discussions with the Full Negotiating Committee of IBA was held in Mumbai.
"We submitted the following main issues/points and wanted the response of IBA.
  • Wage revision process should be completed expeditiously
  • More frequent meetings/discussions to be held for this purpose
  • Data regarding establishment expenses, number of employees, etc to be provided
  • Negotiations must cover all Officers upto Scale-VII
  • IBA to make their initial offer on increase in wages
  • Fixing the Price Index upto which DA is to be merged with Basic Pay
  • Discussion on the issues pertaining to retirees viz.100% DA, pension updation, improvement in Family Pension, etc.
  • Introduction of 5 Day Banking i.e. remaining Saturdays also to be holidays.

GPF interest rate wef 1st October, 2017 to 31st December, 2017.

The Government of India has announced that during the Financial Year 2017-18, accumulations at the credit of subscribers to the General Provident Fund (GPF) and other similar funds shall carry interest at the rate of 7.8% (Seven point eight per cent) with effect from 1st October, 2017 to 31st December, 2017. This rate will be in force w.e.f. 1st October, 2017.
The Notification to this effect has been issued and published in the Gazette of India on 23rd October, 2017.

Diwali bonanza for Rajasthan employees - Pay Commission implemented !

Ahead of Diwali, the Rajasthan government on Tuesday implemented the recommendations of the seventh pay commission, a decision that will benefit over 12 lakh employees and pensioners.
Government employees will get the revised salary from the month of October, Chief Minister Vasundhara Raje said in a statement.


Raje said that she had promised to implement the recommendations of seventh pay commission in the 2017-18 budget and was happy to implement it from October.

She said that a panel had been authorised to examine cases of salary discrepancies, allowances and arrears.


The state government considers its employees the backbone of governance and was sensitive towards their welfare, she added.

NAC meeting this month, likely to recommend hike in minimum pay and fitment factor

The National Anomaly Committee is set to meet to discuss the hike in pay beyond the 7th Pay Commission. The meeting that was scheduled to be held on October 7 was postponed and now the matter is expected to be taken up anytime before the end of this month. The NAC is meeting to decide on the proposal to hike the basic minimum pay for Central Government employees. Although no official date has been given, sources say that the NAC is making all necessary arrangements to meet this month itself.

Tamilnadu issues pay revision order

Fitment factor of 2.57 shall be applied uniformly to all employees
while fixing pay of existing employees in the pay matrix, irrespective of their present grade pays or corresponding new levels. Pay plus grade pay of an employee at any level as on 1-1-2016 (Pay in the Pay Band + Grade Pay) shall be multiplied by a factor of 2.57 for the purpose of fixing the pay in the pay matrix.

DEARNESS ALLOWANCE:
 In the revised pay structure, dearness allowance shall be
sanctioned to State Government employees whenever granted by the Central Government to its employees at the same rates and from the same dates.
Accordingly, the dearness allowance under the revised pay structure shall be as indicated below: -

1. 1-1-2016 0 [Zero]
2. 1-7-2016 2% of Basic Pay
3. 1-1-2017 4% of Basic Pay
4. 1-7-2017 5% of Basic Pay

Date of effect-
The revised Pay Level for regular Government employees and
employees on special time scales of pay / Consolidated Pay / Fixed Pay / Honorarium shall take notional effect from 1st January, 2016 with monetary benefit from 1st October, 2017.

Tamil Nadu Cabinet approves pay hike for government employees

The Tamil Nadu cabinet on Wednesday approved the Seventh Pay Commission recommendations which will benefit more than ten lakh government employees and teachers in the state. It also decided to increase the retail prices of liquor.

A cabinet meeting chaired by chief minister Edappadi K Palaniswami approved the pay commission recommendations after a high-level committee headed by finance secretary K Shanmugam submitted its report to the government recently.

"The cabinet gave its nod for the order to be issued," said a source. There will be 20% hike in the salaries of government employees and teachers.

Government employees had held a series of agitations in the past few months, seeking an interim relief until the implementation of the pay commission recommendations. It even led the Madras high court to pass an order staying the protests as they violated service rules. The employees and teachers withdrew their strike after a stern warning from the court.

Cabinet approves revised pay scales of teachers and equivalent academic staff in Universities/Colleges & centrally funded technical institutions

The Union Cabinet chaired by the Prime Minister Narendra Modi has given its approval for revision of pay scales for about 8 lakh teachers and other equivalent academic staff in higher educational institutions under the purview of the University Grants Commission (UGC) and in Centrally Funded Technical Institutions, following implementation of the recommendations of the 7th Central Pay Commission for Central Government employees.

Law ministry clears the way for hiking lower court judges’ salaries

The government has set the ball rolling for raising salaries of judges of lower courts with the law ministry proposing the appointment of the Second National Judicial Pay Commission (SNJPC) to recommend pay hikes for approximately 22,000 judges.
The last pay hike, which was a three-fold increase, was given to the subordinate judiciary in 2010 and was applied retrospectively from January 1, 2006, sources in the ministry revealed. The commission will be headed by former Supreme Court judge Justice PV Reddy.
The current entry level salary for a junior civil judge is approximately Rs 45,000 while a senior judge draws close to Rs 80,000 apart from other allowances and benefits. The commission will submit its recommendations in early 2019 and the hike again is expected to be given with retrospective effect.

Bank Unions say no to linking PSB pay to productivity

 Discussion on Financial demands by month end.
Departing from the practice of standard payscales across banks, irrespective of size or financial health, public sector banks have proposed bank-wise compensation for executives, depending on the strength of each entity. PSU banks under the aegis of the Indian Banks Association (IBA) have also proposed wage increases be productivity-linked rather than automatic hikes based on tenure. Unions have opposed both the proposals.
"Bank-wise settlement and productivity-linked compensation are something that IBA comes up with during the start of every bipartite discussion. Unions are opposed to both of them," said Devidas Tuljapurkar, joint secretary All India Bank Employees Association (AIBEA). On Tuesday, the IBA had its initial round of discussion with employee associations on wage revision. Public sector banks are trying to bring in the 'cost to company' concept that is prevalent in the private sector. The banker's association plans to make a strong push for a large variable component in the compensation. Like in the pension reform, which was brought in by making it applicable to new employees, they may propose that variable pay be introduced for new hires.

Expected DA for Bank Employees from November 2017 may be 40 slabs

Consumer Price Index (CPI) for the month of August 2017 has also been published by Labour Bureau, which is 285 i.e., at the same level as that for the month of July 2017. And if CPI for the next months i.e., September 2017 remains same at the same level (285) as that for the month of July 2017 and August 2017, DA slabs for the next quarter, November 2017 to January 2018 will be 516 i.e., 51.60 %. That means, bankers’ DA from November 2017 is expected to increase by 3.80%  from the present quarter (which is 47.80%). 
It is only an estimation and exact position will be clear only after release of September 2017 index number (On 31st October 2017).

Rajasthan employees may get pay hike before diwali

The D C Samant committee, which was formed to make recommendations about implementing 7th Pay Commission in the state, submitted its report to the government on Monday. The report was received by the finance department as chief minister Vasundhara Raje was in Delhi to attend BJP national executive meeting.

Committee's member secretary M S Bhukar submitted the report to additional chief secretary (finance) D B Gupta. The finance department would examine the report and present it to the cabinet in the coming days.

Media Report : Central pay hike in January

All eyes are on the meeting of the National Anomaly Committee which will hike the basic pay from what the 7th Pay Commission had recommended. The meeting is set to be held in the month of October. After the meeting a report would be prepared. However for the basic minimum pay hike to be effective, the committee would have to give a majority vote.
Latest updates on NAC meeting Sources now confirm that the meeting will be held in October. Earlier it was slated for the last week of September, but since there were some pressing and pending issues, the meeting will now be held in October. Sources also say that the meeting is likely to be held anytime before October 15.
While the Finance Minister Arun Jaitley is keen on a hike in basic minimum pay, he would however have to first approve a report to be submitted by the NAC. There is a clear indication that the NAC would not go against the wishes of the Finance Minister. When the meeting is held in October, the NAC would vote in majority for a hike in basic minimum pay.
Once the meeting is held, the National Anomaly Committee would submit its report to Finance Minister Arun Jaitley. The report will be submitted in December to Jaitley, sources indicate. Once the report is submitted the Finance Minister would clear the proposal paving the way for a hike in basic minimum salary for the 50 lakh Central Government employees who have been waiting for good news on the same.

Central govt employees not to get arrears on revised minimum pay

Media Report :
While the central government employees are hoping to get hike in minimum pay under 7th Pay Commission soon, the government has now decided that the employees will not get arrears on revised minimum pay, a media report said. 
Earlier this month, there were several media reports which stated that the Ministry of Finance is planning to raise the minimum pay hike from Rs 18,000 to Rs 21,000 under 7th Pay Commission. 
In June, the Ministry had fixed minimum pay at Rs 18,000 considering the fitment formula at 2.57. Now, the government may agree to raise fitment factor to 3 times.
However, according to a report by The Sen Times, which quoted a government officials saying, "Finance Minister is very pleased to hike the minimum pay Rs 21,000 with raising fitment factor 3.00 times from 2.57 times, will be paid from January next year. It’s an important payment for the financial impact to central government employees but no arrears on higher minimum pay will be given to employees and the Finance Minister Arun Jaitley will place it before the Cabinet in the month of January next year."

Cabinet approves D.A. for central employees and pensioners from July 2017

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has given its approval for release of additional 1% Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners. It will be applicable from 01.07.2017.
The release of the additional instalment of DA represents an increase of 1% over the existing rate of 4% of the Basic Pay/Pension, to compensate for price rise. This increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.
The combined impact on the exchequer on account of both DA and DR would be Rs.3068.26 crore per annum and Rs.2045.50 crore in the financial year 2017-18 (for a period of 8 months from July, 2017 to February, 2018). This will benefit about 49.26 lakh Central Government employees and 61.17 lakh pensioners.

Odisha announces revised pay scale

The State Government on Thursday issued notification for implementation of 7th Pay Commission recommendations with the lowest pay of `16,600 and highest pay of `2,16,800 per month.
The fitment committee, as recommended by the Commission and adopted by the Centre, has proposed the introduction of Pay Matrix in lieu of the pay system of pay band and grade pay. The pay matrix will have 17 levels against 18-grade pay prevailing in the existing structure of the State Government employees by suggesting one level for the Grade Pay of `5,400 prevailing both in pay band 2 and 3.

West Bengal announces 15% D.A. for state employees w.e.f 01.01.2018

Cheers for state Govt. employees !
Chief Minister has announced a hike of 15% D.A. for state employees and pensioners with effect from 1st January next year. She also promised to make all efforts to clear remaining pending D.A. within 2019.
She said that extra 4500 crores will be needed to meet the expense of 15% D.A. She also assured the hearing of pay commission to continue as usual.

There is widespread discussion among the West Bengal employees that there may be some good news in terms of D.A. today. Chief Minister of Bengal will address a meeting of the association of state Govt. employees today and it is very much expected that there will be an announcement of releasing a part of pending D.A.
While most of the states are paying D.A. at a much higher rate and some states have already implemented new pay scale for their employees, WB has always been a backbencher.
The pay commission formed to enhance the pay scale did not make any remarkable progress in last two years.
A court case for releasing of D.A is currently under hearing and the Chief Justice of Calcutta High Court has made some positive observation in this regard. So pressure is mounting on the ruling party and Government.
Let's wait and see whether the gap of pay is reduced today, at least to a small extent.

Central Govt. likely to hike minimum pay and fitment factor

After the government cleared the recommendations of the 7th Pay Commission, it is set to increase the minimum pay. This would be effective January 1 2016.
The demand by the unions is to increase the basic minimum pay from Rs 18,000 to Rs 25,000. Under consideration is those employees who work well but are low paid. The government feels that there would be no harm in increase the basic minimum pay if the lower paid employees work well. This would provide to solve employees' economic problems, eliminating poverty and stimulating the economy.
There is some scope to change in minimum pay to Rs 21,000 from Rs 18,000, which was approved by the cabinet, as per sources from Finance Ministry.
The central government employees unions are demanding for hiking minimum pay Rs 18,000 to Rs 26,000 and the and asked to raising fitment factor 3.68 times from 2.57 times.
The government had formed a 22-member National Anomaly Committee headed by Secretary, Department of Personnel and Training (DoPT) in September, 2016 to look into pay anomalies arising out of the implementation of the 7th Pay Commission’s recommendations.
After due hearing and by majority vote of all its stakeholders, the National Anomaly Committee may recommend to hike minimum pay to Rs 21,000 from Rs 18,000.
It is not clear whether the fitment factor will be increased for all employees or not.

7th Pay Commission: Odisha to implement salary hike from Sept

Odisha government on Wednesday announced implementation of the Seventh Pay Commission recommendations in the state.
Chief Minister Naveen Patnaik informed that the state government employees will get the pay hike from September's salary onwards.
"My government has decided to implement the recommendations of the committee constituted for examination of 7th Central Pay Commission report and its adoption for the state government employees," said Chief Minister Naveen Patnaik.
This will benefit over 4.5 lakh state government employees and 3.5 lakh pensioners in the state.
The arrear payments are being worked out, said the Chief Minister.
The state will have to bear annual expenditure of about Rs 4,500 crore for execution of the Seventh Pay Commission.
The state government was under constant pressure for some time from employees unions as the the Seventh Pay Commission Recommendations have been implemented with effect from 1 January, 2016 in some states and the central government.

234F. (1) Without prejudice to the provisions of this Act, where a person required to furnish a return of income under section 139, fails to do so within the time prescribed in sub-section (1) of the said section, he shall pay, by way of fee, a sum of,
 (a) five thousand rupees, if the return is furnished on or before the 31st day of December of the assessment year;
 (b) ten thousand rupees in any other case:
Provided that if the total income of the person does not exceed five lakh rupees, the fee payable under this section shall not exceed one thousand rupees.

Bonus for Bank employees : Reasons to cheer

"Payment of Bonus Act was amended recently. As per the amended provisions the ceiling on salary and wage has been increased from Rs.10000/- to Rs.21000/- per month. As such, employees whose salary/wage does not exceed Rs.21000/- per month are now eligible for bonus.
It has been decided to pay Bonus at the rate of 8.33% of salary to all the eligible employees for the period 01.04.2016 to 31.03.2017.
Salary for this purpose includes 1) Basic pay (including FPP & PQP) 2) Special Pay 3) Dearness Allowance 4) Special Allowance with DA only."

Odisha employees likely to get revised pay soon

Here is the music to ears for the State Government employees ahead of Dusshera as Chief Minister Naveen Patnaik is all set to enforce the 7th Pay Commission before the Puja vacation begins.
The report submitted by the State Fitment Committee as per the 7th Pay Commission is under scrutiny for the government to take decision accordingly, Finance Minister Sashi Bhushan Behera said on Monday. He also hinted on the implementation of 7th Pay Commission as soon before the Durga Puja but chose to keep mum on the date of implementation as CM will take the final call.
As per reports, the government may enforce the pay hike effective from 2016 besides the arrear which will be added to the employee’s salary in the next phase. This hike will increase the financial burden of Rs 5,500 crore on the state treasury.
If the State government follows the Central government pattern for implementing the hike, the overall salary will increase by 23 per cent.

Procedure for booking of air-tickets on LTC - clarification

Whether non- entitled Govt. servants to follow booking procedure through authorized agents only ?
DoOPT clarifies as under :
"The matter has been examined in consultation with Department of Expenditure, Ministry of Finance and it is hereby clarified that in case of non-entitled Government servants travelling by air on LTC and claiming entitled rail fare, the condition of booking the air tickets through authorised travel agents viz. 'M/s Balmer Lawrie & Company', 'M/s Ashok Travels & Tours' and 'IRCTC' may not be insisted upon. In rest of the cases, the condition of booking the tickets through authorised modes shall continue to follow."

Comparison of salary between Bank P.O. and Income Tax Inspector

Negotiation on 11th Bank Bipartite is currently on the initial stage. A number of sub committees are being formed and it will certainly take some time to mature the wage deal. 
Before implementation of sixth pay commission for central employees, bank officers and employees were certainly in better position in terms of wages compared to central counterparts. But sixth pay commission came as a game changer and took the central employees in a higher paid category. The earlier bipartite for bank employees (10th Bipartite) could not bridge the gap completely. Now Central Govt. introduced seventh pay commission and implemented it in a phased manner. With effect from 1st July 2017, all hiked allowances were also released and though the increase is not fair enough comparing to the sixth pay commission, it can be said that employees are being paid quite handsomely now.

Children Education Allowance, Hostel subsidy hiked for Central staff

Consequent upon the decision taken by the Government on the recommendations made by the Seventh Central Pay Commission on the subject of Children Education Allowance Scheme, the following instructions are being issued in supersession of this Department’s OM dated 28-4-2014 : –
(a) The amount fixed for reimbursement of Children Education allowance will be Rs.2250/-pm.
(b) The amount fixed for reimbursement of Hostel Subsidy will be Rs. 6750/-pm.
(c) In case both the spouses are Government servants, only one of them can avail reimbursement under Children Education Allowance.
(d) The above limits would be automatically raised by 25% every time the Dearness Allowance on the revised pay structure goes up by 50%. The allowance will be double for differently abled children.
Reimbursement made simple :
" Further, reimbursement will be done just once a year, after completion of the financial year. For reimbursement of CEA, a certificate from the head of institution, where the ward of government employee studies, will be sufficient for this purpose. The certificate should confirm that the child studied in the school during the previous academic year. For Hostel Subsidy, a similar certificate from the head of institution will suffice, with the additional requirement that the certificate should mention the amount of expenditure incurred by the government servant towards lodging and boarding in the residential complex. The amount of expenditure mentioned, or the ceiling as mentioned above, whichever is lower, shall be paid to the employee."

Himachal Pradesh announces 4 per cent DA to employees and pensioners

 Himachal Pradesh Chief Minister Virbhadra Singh on Tuesday announced additional Dearness Allowance (DA) to state government employees and pensioners from January 2017 to be paid in October besides announcing a Government Degree College at Jeuri.
Counting the achievements of the state government, he said the state government declared unemployment allowance of Rs 1,000 per month to educated unemployed youth. The youth with disability were being given unemployment allowance of Rs 1,500 per month.
Singh said emoluments of contract employees had been enhanced from 50 to 75 per cent of grade pay and wages of daily wagers had been increased from Rs 150 to Rs 210. He said the government had announced regularisation of contract employees after three years of service besides many other benefits to employees and pensioners.

Labour Bureau,Ministry of Labour and Employment,Govt of India,has released , the All India Consumer Price Index Numbers (AICPIN)for Industrial workers(IW) Base 2001=100 for the month of June’17,to day which stood at 280 points with an increase of 2 points while compared to May’17 figure.
                   Thus, the confirmed All India average CPIN(IW) for the  last quarter are as follows:

Average  :6353     SLABS 478. Increase 22Slabs (old 456)
                                                                                           

                   As such,   Bank workmen / Officers  may have 22 slabs increase in DA payable for next quarter – August’17 to Oct’17.
ie:  47.80% from 45.60% of last quarter.

New Delhi, Jul 30 (PTI) The last date for filing of Income Tax Returns (ITRs) for the financial year 2016-17 will not be extended beyond tomorrow's deadline, a top official today said.

"The last date for filing of ITRs remains July 31. There are no plans to extend this deadline. The department has already received over 2 crore returns filed electronically.

Bank Bipartite : 3rd round of Talks with IBA on Wage revision held

The third round of bipartite talks, on wage revision for employees and officers, was held between Indian Banks' Association (IBA) and United Forum of Bank Unions in Mumbai recently where separate sub-committees have been formed to facilitate expeditious discussions on charter of demands put forth by the unions.
All India Bank Employees' Association (AIBEA) General Secretary Ch Venkatachalam said todaythat IBA was represented by Mr R K Thakkar, Chairman of the Negotiating Committee along with other members of their team and UFBU was represented by leaders of all constituents.

3rd Pay Commission: CPSE employees get 15% salary hike

Central Public Sector Enterprises (CPSE) employees will be getting a 15% hike in salaries after the Union Cabinet approved recommendations of the 3rd Pay Commission. 
A government official said that the Cabinet, led by Prime Minister Narendra Modi on Wednesday approved the recommendations made by 3rd Pay Commission for CPSEs and gave a 15% salary hike to employees. 
The salary increase will be effective from January 1, 2017 which means that employees are entitled to arrears for the past six months. 
PTI reported, "The previous commission had given a 37.2% rise in 2007 and the first commission had given between 24% and 30% increase."
This means that the 3rd Pay Commission's recommendations are the lowest so far.

New Travelling Allowance : O.M. issued - more central officials can now fly on official tour

Dept. of expenditure issued O.M relating to revised travelling for central employees. Earlier Central Officers with earlier Grade Pay of Rs 5400 was entitled to travel by air in official tour.
 In the revised entitlement, Grade Pay of previous regime of Rs 4200/4600 and 4800 (New Level 6, 7 and 8) will also be allowed to travel by air for official tour or training.
Hotel charges kept same as earlier but the new thing is that upto   Level 8, no bill to be produced for reimbursement. The ceiling may be enhanced to Rs 1000 for X class cities with subject to submission of actual hotel bill.
Food charge has been increased and this will be given as lumpsum with submitting any voucher thereof.

7th Pay Commission : Revised allowance for central staff notified

Around 48 lakh central government employees will see their salaries for July rise as Ministry of Finance has notified the allowances under Seventh Central Pay Commission with 34 modifications. Around 34 lakh civilian employees and 14 lakh defence personnel will be receive their salaries with modified allowance rates.

Madhya Pradesh extends pay commission benefit to employees

Now, like Central government employees, the Madhya Pradesh state government servants too have a big reason to smile as the Shivraj Singh Chouhan led state government has decided to implement the 7th Pay Commission recommendations. This move by the Madhya Pradesh government will benefit about 6.50 lakh state government employees. The decision was taken during a state Cabinet meeting, chaired by Chief Minister Shivraj Singh Chouhan on Monday evening. According to the MP government’s decision, the recommendations of the 7th Pay Commission are being implemented in the state with effect from January 1, 2016, an official from the public relation department of the state government said.
The arrears of 7th Pay Commission between the period of January 2016 to June 2017 would be paid in three installments in May every year, beginning from FY 2018-19. It is estimated that the payment of arrears would put a total extra burden of Rs 5,742-crore on the state government. According to an estimate, this decision would bring 14 per cent increase in the present salaries of the state government employees. The official said this would create an additional annual burden of Rs 3,828-crore on the states exchequer. For the remaining period of current financial year, there would be an additional burden of Rs 2,552-crore on the state government.

AICPIN for May 2017 and probable D.A. from 01.07.17

The official Press Release has been released by the Labour Bureau on its official portal, the index has increased by one point and stands at 278. Expected Dearness Allowance and Dearness Relief for Central Government Employees and Pensioners is almost decided to hike by 1 percent with effect from 1st July 2017. The total DA and DR from 1.7.2017 may be revised as 5%.
It may be finally calculated upon the release of index number of June'17 (to be released on 31.07.17) but the trend shows an increase of 1% only.

Cabinet approved revised allowances for central employees

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi approved the recommendations of the 7th CPC on allowances with some modifications. The revised rates of the allowances shall come into effect from 1st July, 2017 and shall affect more than 48 lakh central government employees.

Salient features :
1. No arrears as it would come into effect from 01.07.2017
2. HRA remains @ 24, 16 and 8 % ( As recommended by Pay Commission)
As the HRA at the reduced rates may not be sufficient for employees falling in lower pay bracket, it has been decided that HRA shall not be less than Rs 5400, Rs 3600 and Rs1800 for X, Y and Z category of cities respectively. This floor rate has been calculated @ 30%, 20% and 10% of the minimum pay of Rs18000.
Keeping in view the current inflation trends, the Government has decided that these rates will be revised upwards when DA crosses 25% and 50% respectively.
3. Children Education Allowances enhanced from Rs 1500 p.m. to Rs 2250 p.m.
Hostel Subsidy will also go up from Rs 4500 per month to Rs 6750 per month.
