Classification of Civil Posts under CCS(CCA) Rules – Gazette Notification

MINISTRY OF PERSONNEL, PUBLIC GRIEVANCES AND PENSIONS

ORDER

New Delhi, the 9th November, 2017

S.O. 3578 (E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution read with rule 6 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965 and in supersession of the notification of the Government of India in the Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training) number S.O. 2079(E), dated the 20th August, 2014, except as respects things done or omitted to be done before such supersession, the President hereby directs that with effect from the date of publication of this Order in the Official Gazette, all civil posts except persons serving in the Indian Audit and Accounts Department under the Union, shall be classified as follows :-
Explanation – For the purpose of this Order, ‘Level’ in relation to a post means, the Level specified in third row of Part A of the Schedule to the Central Civil Services (Revised Pay) Rules, 2016.

National Anomaly Committee not to take up minimum wages and fitment issue

Despite various media reports about possible hike in minimum pay and fitment formula practically there is no such possibility as of now.
DOPT in a letter to staff side JCM made it ample clear that the NAC is not going to consider the issue as it is not to be treated as 'anomaly' as per condition laid down as DOPT O.M. No. 11/2/2016-JCA dated 16th Aug 2016 and 20th February 2017.

Government nod to panel to look into salary hike of lower court judges

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi has approved appointment of Second National Judicial Pay Commission (SNJPC) for Subordinate Judiciary in the country.
The Commission is to be headed by Shri Justice (Retd.J P.Venkatrama Reddi, former Judge of Supreme Court of India. Shri R. Basant, a former Judge of the Kerala High Court is the Member of the Commission.
The Commission will make its recommendations to the State Governments preferably within a period of 18 months.

West Bengal extends tenure of sixth pay commission, allows DA and HRA for Gr C employees from begining

Adding much frustration to the state Govt. employees, West Bengal Govt. has extended the tenure of sixth pay commission for one more year.

The Govt. also decided to grant D.A. and H.R.A. for newly recruited Group C employees with effect from 01.07.2017. Earlier they could draw these allowances after their probation period of two years.

Dearness Allowance from November 2017 for Bank Employees - IBA ORDER

Increase of 38 slabs – IBA Dearness Allowance to Bank Employees from Nov 2017 to Jan 2018 

The confirmed All India Average Consumer Price Index Numbers for Industrial Workers (Base 1960=100) for the quarter ended September 2017 are as follows:-
July 2017 – 6505.38
Aug 2017 – 6505.38
Sep 2017 – 6505.38
 The average CPI of the above is 6505 and accordingly the number of DA slabs are 516 (6505 – 4440= 2065/4= 516 Slabs) The last quarterly Payment of DA was at 478 Slabs. Hence there is an increase in DA slabs of 38, i.e 516 Slabs for payment of DA for the quarter Nov, Dec 2017 and January 2018.

11th Bipartite Settlement – Latest talk with IBA

WAGE REVISION TALKS WITH IBA
Further to the ongoing discussions in the Sub-Committee on non-financial demands, today(31st Oct'17), a round of discussions with the Full Negotiating Committee of IBA was held in Mumbai.
"We submitted the following main issues/points and wanted the response of IBA.
  • Wage revision process should be completed expeditiously
  • More frequent meetings/discussions to be held for this purpose
  • Data regarding establishment expenses, number of employees, etc to be provided
  • Negotiations must cover all Officers upto Scale-VII
  • IBA to make their initial offer on increase in wages
  • Fixing the Price Index upto which DA is to be merged with Basic Pay
  • Discussion on the issues pertaining to retirees viz.100% DA, pension updation, improvement in Family Pension, etc.
  • Introduction of 5 Day Banking i.e. remaining Saturdays also to be holidays.
