Govt raises pay for IIT faculty

The human resource development ministry has revised controversial pay scales for IIT and IIM teachers, increasing salaries for assistant professors but ignoring other key demands and bypassing the Union cabinet that approved the contentious regime.
The revised pay notification, issued by the ministry late today evening, allows assistant professors to leap into a higher pay range after three years, but is silent on other demands made by teachers.
Assistant professors were entitled to a starting salary of Rs 30,000 a month with a rank-based increment of Rs 8,000 a month, under the contentious notification issued on August 18.
Under the revised notification, assistant professors will jump to a starting salary of Rs 37,400 a month with a rank-based increment — called the academic grade pay — of Rs 9,000 a month three years from now.
The revised notification was issued without approaching the cabinet which had earlier approved the contentious pay regime that had triggered unprecedented protests on campuses across the IITs, top government sources told the The Telegraph.
The ministry, sources said, had initially planned to approach the cabinet with the proposed revisions to pay scales, but later concluded that it could make the amendments without approaching the Prime Minister’s council.
The revised notification will, however, increase government expenditure on salaries significantly.
“The revised notification fails to meet most of our demands. We are also surprised that the cabinet has been bypassed,” Dr M. Thenmozhi, IIT Madras management professor and president of the All India IIT Faculty Federation said.
Faculty at each of the IITs will independently hold general body meetings tomorrow to decide on how they will approach the revised notification, Thenmozhi said.
Teachers across the IITs, for the first time in the over 50-year history of these institutions, boycotted classes and held protest marches on their campuses against the contentious August 18 notification.
The IIMs have also joined the IITs in their protest, and submitted memoranda to the ministry.
The IIT and IIM faculty have argued that there is a mismatch between repeated government claims of concern over a crippling faculty shortage at these apex institutions, and the absence of attempts to address this concern.
The new pay regime this year comes 10 years after the salary scales were last revised for IIT and IIM faculty. These institutes have over the past decade lost hundreds of faculty to better paying jobs in industry, private engineering and management institutions and foreign universities.
Apart from a pay hike for assistant professors, the IITs and the IIMs are demanding better remuneration for fresh entrants into the teaching profession — to attract young PhD scholars.
They are also demanding that the ministry lift a cap it has placed on the percentage of professors eligible to a higher academic grade pay. The faculty are demanding a performance-related incentive scheme in recognition of their research work.

How strange is our country India!!!

As per new recommendations, after spending 6 years in IIT system with PhD degree, one moves to PB4. The seniors are too placed in the same scale with minor AGP differences. This means all are king in the IIT kingdom. I dont know how the junior teachers will now get motivation to improve thereselves and the country (???), if they don't see any further scale improvement. And the most sufferers are the persons with 10-15 years experience. Their rich experience will not be appraised. How funny is the revised MHRD recommendations.

Jokingly, senior faculties may now go for strikes with the demand of introduction of PB5. But this is the reality.

One should understand that now the concept of scale has no meaning. Instead AGP will matter. So it is not the question of 500-1000 Rs difference, once the AGP is different, scales are different. If one notices, there are now only four pay-bands (NOT PAY SCALES) covering all the previous 20-30 number of scales. I expect that bloggers must have some reading/knowledge before commenting, otherwise it unnecessarily leads to confusion. At the same time one can also see where the other persons of similar caliber/cadre have already been placed. So, it is not country, people are strange.

To give Juniors more motivation, probably one will suggest them to put in PB-1. Thus the RICH EXPERIENCE will better be appraised.

Dear Mr. Sibal,

The sheer brilliance of your response to the All India IIT Faculty
Federation's concerns deserves a public expression of gratitude. Very
rarely is each and every point of a document designed with such insight
and precision, and the long term implications made so crystal clear, that
all one can do is stand back, look to the skies, and allow the sense of
awe to overwhelm one's entire being.
How very wonderful that you have been so large-hearted and far-sighted,
as to gallantly allow a re-designation of the post of "lecturer-cum-post
doctoral fellows" to "Assistant Professor, to be recruited on contractual
basis" for fresh PhDs. I can already see highly qualified faculty
aspirants with PhDs from IITs, IISc, MIT, Stanford, Cornell, Caltech,
etc., lining up to join the IIT system. After all, they will get the
jaw-dropping salary of about Rs. 30,000/- p.m., and have the privilege of
being on contract without any job security for 3 years, before being
"accepted" as intellectuals "worthy" of a permanent government job in
PB3. Only three more years then to start earning that towering salary of
about Rs. 6 lakhs per year. Compare this with offers on their tables from
institutes and corporations world-wide, including MNCs and the soon to be
established foreign university campuses in India (where one serves the
first world masters while living in the third world backyard!).

Mr. Sibal, The
choice is of course clear. Your great visions of bringing about a reverse
brain drain, and infusing the rapidly expanding IIT system with that much
needed influx of highly qualified faculty, seem to be on a solid
foundation alright!
But this is nothing! The clarity of your vision achieves an Upanishadic
status when you specify that IITs, IISc, IIMs, etc. can recruit someone
as a Professor only if he/she has spent at least 4 years as Associate
Professor within those same institutes. Damn right! In this era of
globalization, with the paradigms of inter-disciplinary research and
academia-industry interaction taking root, it makes complete sense to
prevent all possibilities of migration of highly qualified scientists
from research labs and industries to institutes of excellence. And for
those of our more senior brethren, who might want to come back after
having already established themselves in institutes in other parts of the
world, they bloody well buckle at their knees and request a humble entry
with folded hands into the premier institutes of this country as
assistant/associate professors. Reverse brain drain, after all, is about
throwing alms - whoever said anything about attracting anyone? It is
certainly the rest of the world that needs us, and there is a sea of
intellectual giants waiting for their opportunities in India with bated
breath.what do we care? We have already arrived!
And what to say of the tremendous appreciation you have displayed for
those who have built these institutes into what they are today.world
class institutes within 62 years of independence. Literally burning the
midnight lamp, a whole lifetime spent in academic isolation, eyes firmly
turned away from worldly lures, willing to face every single challenge
thrown by the winds of change.from scratch to excellence.idea by idea,
brick by brick, lecture by lecture, student by student, research
publication by research publication. It is indeed a mark of your
graciousness that you designed special academic grade pays of Rs. 9,500/-
and Rs. 10,500/- to ensure that the choice of devoting one's life to the
creation and dissemination of knowledge is marked with distinction
forever! A distinction that would be certainly lost if knowledge was
considered as important as administration and politics, and intellectuals
were allowed the same perks and status as babus.may this symbol of "-500"
bring glory to thy unbridled vision! And while we are talking about
symbols, we must definitely underline the message conveyed in that magic
number of 40% - "Oh you professors, you may all touch the shores of
excellence for all we care, but only 40% of you shall sail across the Rs.
1500/- sea". Bravo bravo.it is 2009, it is a brave new world, we are a
brave new country - and this is exactly the message needed in this time
and age - a message full to the brim with grace and dignity.
But details, details, details.why must one get lost in this and that,
when an opportunity presents itself to praise master-strokes? Rumor has
it that pay commissions are all about pay matters and only about pay
matters. Rumor has it that autonomous institutes make their own decisions
on who to select and who to reject. Rumor has it that decisions on who to
hire, when to hire, and on what basis to hire, are to be left to those
qualified to make these decisions in the first place - professors,
scientists, and the like. And just like all rumors of this universe, they
are just rumors at the end of the day. It is the ministers, and the
secretaries, and everyone else, who really know about these
things.actually being a doctor of philosophy, after all, is trivial and
meaningless - what will these studious types ever know about how to run
an educational institute?

There are glaring discrepancies in the pay structure and the rules notified for Associate Professors and Professors, which, if implemented in their current form will most definitely have an extremely demotivating effect on incumbent and aspiring faculty.


Even after this being repeatedly pointed out to MHRD by the AIIITFF, the MHRD’s refusal to see reason begs the question WHY? It leads to the suspicion that this could be a deliberate move to weaken especially the IITs and IIMs – institutions within the Public Education System that have excelled in their brief to train undergraduate and postgraduate talent in the country – in order to “queer the pitch” for the entry of foreign and private players in this field. It seems to be a politically / ideologically motivated move designed to enable the private sector and foreign institutions to make safe investments and draw profits, while some of the torch bearers of the Indian Public Education System are left to die a slow but sure death. [Where else would private and foreign players invest but in higher education in technical / professional fields? I am sure no businessman is going to invest in an institution for literary or philosophical or historical studies, for example. Hence the – deservedly – good deal given to the institutions under the purview of the UGC.]

This is not an uncommon strategy adopted by agents of the neoliberal doctrine. There are scores of examples among Public Sector Utilities in many “developed” states in India, which have been systematically killed to promote privatization. Immediately after the first notification about the CFTI pay scales, the President of the Teachers’ Association of IIT Kharagpur posted an open letter dated 20 August 2009, stating:



“Many private institutions have come up with large investments. Foreign Universities (not necessarily the best ones) would be allowed to set up their campuses on Indian soil very soon. How would they get competent faculty? Therefore, it has become absolutely necessary to frustrate the existing and future IIM/IIT faculty, particularly the younger teachers, by giving them a raw deal in salary and perks so that they finally decide to switch to systems that can serve the rich and the influential. The plot seems perfect in planning and execution. The first battle has been won by those opposed to IIM/IIT system. But Friends, we have to reach to the nation and the people, who are supreme and placed higher than even the Government that has let us down so badly, explaining them the present situation and projection of the future,. That is our hope and the only hope to rescue IIM/IIT system from extinction.”

Still, the serious unpleasant implications of previous notification dated August 18,2009 hold good viz.
(a) 10% cap at the entry level and 40% cap at Prof (with six years) cadre. Does it mean that MHRD is trying to push IIX (IITs, IIMs, IISc etc) institutes towards another UGC cadre structure? At this rate, the next pay commission may come up with a new cap of 20% at Associate Professor's scale to give way to another cadre in the cadre (AsP1 and AsP2).

(b) It is clear that MHRD has not done anything new, except implementing Mehta Committee recommendations for Asst Prof scale. Even here, MHRD did not keep up with the apparent assurance they have given to IIM/IIT Directors (PB4 for people with PhD+3 years experience). It means that, even if one has 5years of post-doc experience, he has to spend another 3 years at Asst Prof scale to go to PB4. Or also, if some one has joined with 5 years of post-doc experience on 1-1-2006, he will get PB4 only from 1-1-2009.

(c) They have also not addressed 9 increments bunching at Asst Prof scale
(d) Still the Associate Professor do not get scales on parity with the equivalent UGC scales (AGP is still 9500)
(e) still the Professors do not get scales on parity with UGC scale (our AGP is still 10500), although on an average an IIX professor has better credentials than UGC one.

(f) no mention of scholastic pay or PRIS although there was an indication on this to IIM/IIT Directors.
(g) "Asst Prof on contract" will get around 36,000, a little more than PDF scale. This cadre is a catch-22 scenario. No idea who will join in this scale immediately after PhD when one considers that it is a non-regular post. However, institute has to recruit 10% of the total faculty.

(h) One grammatical (higher-educationally challenged) mistake in the old notification was addressed via point # 3 of the new notification. (Of course, who will dare to tell an IAS officer that there is no first, second and third division in PhD)

(i) To summarize, MHRD has not addressed any request of AIIITFF memorandum, except PB4 for Asst Prof (after 3 years of service)-make this scale on par with UGC.

Anything less than a co-ordinated, united and indefinite protest from IIX institutes will not solve/address the above anomalies. At least, now we can say that "dialogue" is not good enough to move MHRD even by an inch.

Actually, before he became our president, Kalam was in the running for a
faculty position at IISc and maybe even IITs. IISc, with Goverdhan Mehta
(of CTIF pay review committee fame) as its director did not offer him any
position and neither did IITs. Even if either of these had offered a
position, it could not have been a regular appointment but it would have
been associate professor or professor on contract since president Kalam
does not have a Ph.D. I dont know where these contract appointments would
be in the pecking order.

It is a welcome step that the entry level salary of an Asst prof has now been raised to Rs 37000+AGP 8000 in PB4. But the new pay regim does not seem to be caring about the faculty who are already serving for last so many years. Now the salry of a new entrant Asst Prof and the one with 17 years of service has become same!!
Similarly for Associate Prof and Professors also the seniority or length in service does not seem to be reflecting in their saalaries. In fact the 'bunching' of thier salary should now start over and above the 'minimum basic pay' offered to a fresh entrant. The Govt should not only 'attract' the new faculty but also try to 'retain' the already serving faculty. That is also equally important. IIT teachers Association and their Federation should also get this grievance addressed with MHRD. Even the UGC Fitment table fix more salary than the Table S-26 gives for same basic pay. Govt of India's fitment table also have a lot of anamolies. One Example is :

(a) For the old scale of 14300-18300, the new salary for basic pay of 19100 is now 44700.(Table S-24).

(b) For the old scale of 15100 -
18300 the new salary for same basic pay of 19100 is 46500 (Table S-25)

(c) Applicable to IIT teachers - For the old pay scale 16400-20000 (Please note the minimum and maximum are both higher than (a) and (b) above ) for the same basic pay of 19100 it is the 'less' than both above Rs 43390 only ( Table S-25).

It is surprising that the employees already working in a senior scale have been given fitment of lower pay - No reason can be convincing for this mesh made by babus.

It appears to all learned educationist that IIT/IIM faculty agitation is going on in a blind lane. There is no clear cut direction of this agitation. They are simply diverting away from the main problem of Indian higher education (technical education). At the same time they are loosing their reputation as teacher and educationists.
In several of my earlier blogs, I repeatedly pointed out how the proposed salary structure is better than the UGC counterpart. These fellows either simply do not understand or think themselves to be much more better than rest of the Indian faculties. Also I pointed out in my earlier blogs what should be the exact way of struggling for technical teachers.

You WILL walk a mile for IITs only ... ??????

WHY CANT YOU WALK A FEW STEPS----- ONLY A FEW STEPS.... FOR NITs.... .... IN PARTICULAR YOUNG FACULTY MEMBERS..... ARE WE NOT YOUR KIDS.....


NIT faculty members were made to wait for almost an year more than UGC. Finally MHRD discovered that we are same like UGC and has given the same UGC scales.....
Various NITs made a number of memorandums.(In a dignified manner as reported by IIM)
But, not even a single time their concerns were heard, in the TWO modifications MHRD has given dated 16th and 22nd.

The pay commission was framed to attract young faculty members with PhD and to retain existing faculty.
As far as NITs are converned MHRD has done everything possible to retain existing senior faculty members.

For young faculty members, MHRD said seven non compoundable advance increment will be given for a person with PhD.
Unfortunately, we don,t know, whether our English is bad or MHRDs, the existing faculty members with PhDs are given a mere TWO increments only. The argument is that a person who is going to be recruited after this GO and who joins with a PhD only will be given 7 increments. Even if a person submits his thesis and gets his PhD the next day of joining NIT, he will be eligible for only TWO increments.
Young faculty members with PhD represented MHRD through various memorandums to keep them at 7000 AGP AT LEAST.
BUT NOTHING HAPPENED FOR THIS DIGNIFIED(AS REPORTED BY IIM)PETITIONS TILL DATE. INSTEAD WE ARE PUNISHED STILL MORE BY GIVING JUST TWO INCREMENTS.

OKAY, If we think that We will leave this institution and join another as a fresher to get atleast the SEVEN increments promised for a fresher, UGC has recently come up with another regulation saying, Discretionary award of advance increments can be given only to Asso Profs and Professors and not to a person joining fresh AS ASSISTANT PROFESSOR(6.4.19 IN REGULATION 2009).
WHY..... What wrong thing we made....Spending 5 to 10 years in various industries and institutions before joining NIT is a fault...OR Did a bit of research to get a PhD in service is a fault... WHAT WRONG THING WE MADE....
SO, U WONT GIVE US PROPER SALARY... U wont allow us to join ANOTHER INSTITUTION also peacefully....(B,COS WE WILL LOSE OUR SERVICE AND WE MAY NOT GET ADVANCE INCREMENTS OTHER THAN FOR PHD......) So, MHRD should tell us what service we should do in our existing institutes...

THOSE WHO JOINED NIT AFTER SUBMITTING THEIR THESIS AND GOT THEIR PhD IN SERVICE IN A MONTH OR TWO AFTER JOINING NIT DONT KNOW
WHETHER WE ARE A FRESH FACULTY
OR
AN EXISTING FACULTY......

WE ARE NOT PROVIDED EITHER THE BENEFITS SHOWN TO EXISTING FACULTY(SENIORS)
NOR
THE BENEFITS GIVEN TO FRESH FACULTY.....
AND WE CANT LEAVE FOR ANOTHER INSTITUTION ALSO(for the reason mentioned above)
