Sibal rules out "world Class' pay for IITs. **** IIT directors pitch in to solve pay structure issue

About 1,500 faculty members from the Indian Institutes of Technology participated in a protest fast on Thursday to express dissatisfaction over the government’s refusal to consider their demands on pay and autonomy. However, classes were not affected. Union HRD Minister Kapil Sibal said he was open to having any kind of dialogue with the protesting faculty members to discuss their demands, but ruled out world-class salaries due to lack of resources.“India has to work under some constraints and it cannot afford the same kind of freedom or salaries which other developed countries like the US can,” he said. “If the IITs can financially become more independent, they can be given freedom to decide their salaries and other matters,” he said.“I am ready to give them any autonomy they want,” Sibal said. However, he made it clear that he was upset by the October 1 ultimatum set by the faculty to address their grievances.Criticising the agitation, Sibal said it was only about pay structure. In a statement, the faculty said, “This protest of ours is not merely about salary hike of IIT teachers but also about upholding their dignity and morale.”The IIT teachers are demanding withdrawal of 40 per cent cap for the promotion of professors and abolition of contractual postings at entry stage. Justifying the cap, Sibal said it was an incentive and would not remain so if the benefits were extended to all.“Our fast was very successful. We are yet to get any response from the HRD ministry to our demand for a joint meeting with the representatives of the ministry and IIT directors. We hope the ministry will get back to us,” All-India IIT Faculty Federation president Prof M Thenmozi said. Directors of most of the IITs stayed away from the protest. Prof Thenmozhi said, “Directors in places like Delhi and Roorkee did come for the fast for sometime.”

IIT directors pitch in to solve pay structure issue

IIT directors today pitched in to resolve the stand-off between teachers and the government over pay issue by holding consultations with the faculty members in an effort to come up with a solution by October 15.

The directors of the IITs met here to discuss a way out of the impasse which prompted 1500 professors to resort to the unprecedented step of hunger strike yesterday.

A decision was reached that each director will talk to the faculty member individually to discuss their grievances and find a solution to it, an IIT director said.

The directors will also speak to the board of governors of each IIT as part of efforts to evolve a solution before October 15.

Dear IIT Teachers,

Why do you want more pay?

1) You dont have to construct many sprawling bunglows for you and your families like our burocrates.

2) You dont have to accumulate wealth for your next 7 generations within 5/10 years like our politicians.

3) You and your families dont have to live very lavish life style and exceptionally high standard of living living (Rs one lakh per day for your hotel accomodation) like our hon. ministers.

4) You dont have to maintain big gang of goondas like some dons seving our politicians are doing.

5) You dont have to keep on your pay rolls many officers for saving Income tax, wealth tax and all other types of taxes.

6) You dont have to do hundreds of big scandals of all sorts like fodder, telecom, cement, steel, coffins, road, bitumen etc. etc. etc. and need money to cover them up.

7) You and your family members dont need hundred of crores of rupees to get party tickets and then fight elections and then earn many more crores.

8) You dont have to pay lakhs of rupees to a shooter to liquidqte your rival.

Then why you need more money dear SIRS? and look to the other side also ;

1) A mazdoor (commoner like you)
gets only Rs 50- 100 per day and can feed his family bigger than that of you!

2) You dont have to beg (like many commoners like you) on railway platforms bus stands, streets and other places!!

3) You dont have to do tough jobs like digging the earth, cleaning the streets, carrying loads etc.

YOU ARE TEACHERS BUT UNLIKE OTHER TEACHERS THERE ARE PERKS FOR YOU FROM THE GOVT. LIKE :

1) You are never lathicharged like other govt school teachers.

2) You are not to do odd duties like census, electoral roles family planning drives and other types of Govt sponsored schemes.

3) You dont have to prepare mid day meals 'Khichdi' like school teachers.

4) You dont have to bribe every month the inspectors and clercks to get your salaries.

5) You only have to do some research and writing papers to get next promotion and not to bow down before everyone above you for such promotions like your brethren in schools do.

WITH SO MANY PERKS AND REASONS GIVEN ABOVE YOU ARE BOUND TO BE SATISFIED WITH WHAT HAS BEEN OFFERED TO YOU.

Minimum Expectation for Asst. Prof. at IIM/IIT :
Recruitment of Ph.D with 3 yrs of teaching/ research/ industrial experience excluding however, the experience gained while pursuing Ph.D: to start in PB-4 (AGP 9,000). But in the latest revised notification, it is written that after 3 years of service, Asst. Prof. will move to PB-4 AGP 9000.

BUT SEE THE LATEST UGC NOTIFICATION:
UGC has issued fresh regulations dated Sep 23, 2009 for pay sclaes etc for
institutions under their purview. IIX notifications that we are agitated
about were marginally better than the UGC draft regulations, but the new
UGC regulations have upgraded things on the UGC side, so now, IIX pay
scales are distinctly LOWER than in UGC. The existing MHRD notifications
for IIX have become untenable. There are too many things for me to point
out, I will just pick a glaring example. UGC readers in the 12000 scale
who were "selected on or after 1.1.2006, shall be redesignated as
Associate Professor from the date of his/her selection, and will be placed
in the Pay Band IV of Rs.37400-67000 with AGP of Rs. 9000". If you have
the patience, read through the UGC regulations and have a good laugh.

So, why Ass. Prof. at IIM/IIT can not be placed at PB-4 with 3 years of expreiences ???

Mr. Kapil Sibal has no knowledge about the happening to UGC scale of Rs 12000 and IIM/IIT scale Rs 12000. In one case, faculty with same pay scale will move to PB-4 (in University) while with the same pay scale, IIM/IIT faculty will have to work for again 3 years to move PB-4. Mr. Kapil Sibal use your common sense before conducting IIT council meeting !!!

NIT Pay Scales said...

Dear Kapil Sibal Ji,
You WILL walk a mile for IITs only ... ??????

WHY CANT YOU WALK A FEW STEPS----- ONLY A FEW STEPS.... FOR NITs.... FOR NITs.... IN PARTICULAR YOUNG FACULTY MEMBERS..... ARE WE NOT YOUR KIDS.....

NIT faculty members were made to wait for almost an year more than UGC. Finally MHRD discovered that we are same like UGC and has given the same UGC scales.....
Various NITs made a number of memorandums.(In a dignified manner as reported by IIM)
But, not even a single time their concerns were heard, in the TWO modifications MHRD has given dated 16th and 22nd.

The pay commission was framed to attract young faculty members with PhD and to retain existing faculty.
As far as NITs are converned MHRD has done everything possible to retain existing senior faculty members.

For young faculty members, MHRD said seven non compoundable advance increment will be given for a person with PhD.
Unfortunately, we don,t know, whether our English is bad or MHRDs, the existing faculty members with PhDs are given a mere TWO increments only. The argument is that a person who is going to be recruited after this GO and who joins with a PhD only will be given 7 increments. Even if a person submits his thesis and gets his PhD the next day of joining NIT, he will be eligible for only TWO increments.
Young faculty members with PhD represented MHRD through various memorandums to keep them at 7000 AGP AT LEAST.
BUT NOTHING HAPPENED FOR THIS DIGNIFIED(AS REPORTED BY IIM)PETITIONS TILL DATE. INSTEAD WE ARE PUNISHED STILL MORE BY GIVING JUST TWO INCREMENTS.

OKAY, If we think that We will leave this institution and join another as a fresher to get atleast the SEVEN increments promised for a fresher, UGC has recently come up with another regulation saying, Discretionary award of advance increments can be given only to Asso Profs and Professors and not to a person joining fresh AS ASSISTANT PROFESSOR(6.4.19 IN REGULATION 2009).
WHY..... What wrong thing we made....Spending 5 to 10 years in various industries and institutions before joining NIT is a fault...OR Did a bit of research to get a PhD in service is a fault... WHAT WRONG THING WE MADE....
SO, U WONT GIVE US PROPER SALARY... U wont allow us to join ANOTHER INSTITUTION also peacefully....(B,COS WE WILL LOSE OUR SERVICE AND WE MAY NOT GET ADVANCE INCREMENTS OTHER THAN FOR PHD......) So, MHRD should tell us what service we should do in our existing institutes...

THOSE WHO JOINED NIT AFTER SUBMITTING THEIR THESIS AND GOT THEIR PhD IN SERVICE IN A MONTH OR TWO AFTER JOINING NIT DONT KNOW
WHETHER WE ARE A FRESH FACULTY
OR
AN EXISTING FACULTY......

WE ARE NOT PROVIDED EITHER THE BENEFITS SHOWN TO EXISTING FACULTY(SENIORS)
NOR
THE BENEFITS GIVEN TO FRESH FACULTY.....
AND WE CANT LEAVE FOR ANOTHER INSTITUTION ALSO(for the reason mentioned above)
ONLY GOD CAN SAVE US ...........
