Sibal to meet IIT Faculty tomorrow to resolve deadlock.

In a bid to end the stand-off between the government and agitating IIT faculty protesting anomalies in pay structure, HRD Minister Kapil Sibal has agreed to meet the teachers tomorrow.

This comes against the backdrop of an ultimatum given by the IIT faculty to the HRD Ministry for holding a joint meeting of ministry representatives and teachers before October one to resolve the issue.

The IIT faculty had gone on fast on September 24 to oppose certain provisions in the pay structure like 40 per cent cap on promotion of professors to senior grade and contractual appointment of Ph.D holders at the entry level.

Sibal had disapproved the agitation by the teachers and said the ministry should not be given ultimatum for talks. He had justified the contentious provisions saying such conditions were aimed at promoting excellence.

According to the HRD Ministry, the IIT faculty has been informed about the development, the ministry said.

Reacting to Sibal’s decision, All India IIT Faculty Federation president Prof M Thenmozhi said: “We are very happy that the minister is giving us time. We are looking forward to a positive response from the government to our demand.”

He also said: "We are going into Friday’s meeting with Mr Sibal with a positive frame of mind. We want to put across to the minister that what the federation is asking for is fair."

A senior faculty member from the IIT federation said on condition of anonymity: "After their last meeting with Mr Sibal, the directors had professed to be happy with the minister’s decision. And since they are deemed to be the IIT faculty representatives, it was assumed that we were happy too. But the fact is that the directors are direct appointees of the ministry and in that sense, cannot really be our representatives. Besides, they also share our concerns. Now what is needed is that they effectively put it across to the ministry."

Earlier, the IIT faculty gave an ultimatum to the HRD Ministry for holding a joint meeting of ministry representatives and teachers before October 1 to resolve the issue.

The last meeting with Mr. kapil Sibal with AIITF was lasted for 7 minutes. Mr. Sibal told that give all the reports to the MHRD official and he will see it latter.
Even if he told that IIT faculties may go to street..but he does not bother about it. Let us see what his response this time...

It is very difficult to trust a politician who is also lawyer by profession.

Please, look at the following facts:

Pre-revised basic of 12000 (both IIT and direct UGC assistant professors selected through open interviews):
IIT assistant professor with a pre-revised basic of 12000 in the payscale of 12000-420-18300 will start with pb3, will be moved to pb4 after 3 years in service and will be designated as assistant professor. Recent notification displayed on UGC website:

(see page 38, para 6.4.12) suggests that University assistant professors who joined after 1.1.2006 with a pre-revised basic of 12000 in the payscale of 12000-420-18300 will get pb4 from the date of joining itself and will be designated as associate professor.

Pre-revised pay scale starting from 16400 (IIT faculty members are placed in the revised basic of 52300 with designation of associate professor, while UGC faculty members are placed in the revised basic of 53000 with designation of professor):
IIT faculty members in pre-revised scale of 12000-420-18300 will require 7 years to cross this revised basic of 52300, if not get through the interview for associate professor post after 3 years in service. UGC faculty members in pre-revised scale of 12000-420-18300 will cross this
revised basic of 53000 in 4 years, if not get through the interview for Professor post after 3 years in service.

AIIITF is responsible for this mess by accepting "no change in designations" as proposed by Prof. Mehta.

WHO WILL TALK ON BEHALF OF YOUNG FACULTY MEMBERS OF NITs

Dear Kapil Sibal Ji,

We are happy that you are trying to resolve the issues in IIT Pay scales. We saw the interview you gave to media. We are happy.
But Sir, will you spend few minutes time to look into the issues raised by Young Faculty Members of NITs ???.
We didn’t get any representation in the Pay Revision Committee. There were only professors………, professors………… and professors. They have taken care of themselves.

We are not getting any support from our faculty association also.
Because, starting from Selection Grade Lecturers, all have got PB4, Which, even the IIT Assistant Professors have not got.

The pay revision committee headed by Prof. Mehta visited IITs and they got the views of Young Faculty members of IIT. But, to the greatest surprise, they did not find time to visit even a single NIT. They did not analyze the present strength of NITs, their publication history, their sponsored research projects, their expectations, .,,,,,,,. Nothing was done and still the committee made a statement that NITs should be given the scales of UGC.

However, NIT faculty who are selection grade lecturers and above are extremely happy as they are getting PB4.

DEAR SIR,
Young faculty members of NITs are not asking for PB4. We are not asking for equal scales like IITs. We are not asking for autonomy like IIT, because within NIT itself, we don’t have autonomy.

In NIT, we don’t have an association like NIT YOUNG FACULTY ASSOCIATION to struggle for us. We are not having the support of our senior faculty colleagues also.

We have no means of representation except this blog and few e mails.

Sir, Kindly look into our issues.

You can compare our performance in terms of publication, in terms of projects, in terms of additional qualification like PhD, in terms of previous experience put in at other leading industries and institutes before joining NIT, our foreign visits, and what ever qualities you desire and you feel is existing in leading institutes like IITs and THEN PLEASE DECIDE ON OUR REQUEST. Please don’t decide based on a professor’s report done without an analysis of the nature shown above.

Again, Sir, we are not asking for IIT scales which is 38,0000 for a regular faculty position.Please don’t say that the starting scale of IIT is only 21,600, which is a contract position. We too have such positions, which we call Adhoc lecturers, and their pay being around 10,000.

ATLEAST PROVIDE 7000 AGP FOR A FACULTY WITH PHD AND AN YEAR OF EXPERIENCE TO NIT FACULTY AS YOU GIVE TO THE ENTRY LEVEL CONTRACT POSITION OF IIT.

SO, SIR, KINDLY GIVE US AN OPPORTUNITY.KINDLY DECIDE BASED ON OUR PERFORMANCE .WE STRONGLY FEEL OUR POSITION IS STRONG IN TERMS OF RESEARCH, PUBLICATION AND QUALIFICATION.

AS A LAST POINT, WE WOULD LIKE TO ADD THAT, SINCE REC BECAME NITs, THERE WAS A HUGE RACE BETWEEN NITs TO OUTPERFORM EACH OTHER AND THIS WAS THE AGENDA FOR MOST OF THE NIT DIRECTORS AND MOST OF THE NITS HAVE PERFORMED WELL WITHIN THE LAST 5 YEARS.SO, PLEASE DON’T HAVE A PRE CONCEIVED BAD IMPRESSION ABOUT OUR INSTITUTES AND PLEASE TAKE DECISIONS BASED ON FACTS.

SIR, WE DON’T HAVE STRENGTH, WE DON’T HAVE THE BACKING OF OUR ASSOCIATION. PLEASE DO THE NEEDFUL.
