Govt. released index no. for December 2011. Central D.A. 7%, Bank D.A. 2.85%

Labour Bureau has released Index No. for the month of December 2011. 
Consumer Price Index Numbers for Industrial Workers - CPI(IW) has been reduced by 2 points and stood at 197
D.A. for Govt. Employee
Accordingly as per our previous calculation, Dearness Allowance w.e.f. 01.01.2012 will be increased by 7% and the total will be 65%.
D.A. for Bank Employee

CPI has been announced for three relevant months which is as follows:-

Based on the above calculations the new DA will be @ 63.00%, for the months of February, March, April 2012   [The DA for January, 2012 was  60.15%] i.e. increase of 2.85%. 






Coal India makes ‘progress' in wage pact with labour unions

According to sources, pact is likely to be signed today
Coal India today appears to have achieved significant “progress” towards entering into the five-year (2011-2016) wage pact with the labour unions. While details of the deal are not known, sources told Business Line that at a meeting in New Delhi on Monday both sides thrashed out the pending issues to arrive at a consensus.

EFPO likely to fix minimum pension at Rs 1000 on 22nd Feb meeting.


Retirement fund body EPFO is likely to fix the minimum pension for its subscribers at Rs 1,000 per month at the scheduled meeting theCentral Board of Trustees (CBT) on February 22.

"The CBT will take a call on the proposal to fix minimum pension at Rs 1,000 per month for its subscribers in a meeting scheduled on February 22," a source said.

Ex servicemen demand pension parity, want CAT decision implemented


The Ex-defence Employees’ Welfare Association (EDEWA) here has demanded implementation of CAT decision of November 2011 regarding fixation of revised pension in regard to pre-2006 pensioners.
The pre-2006 pensioners (those who retired after 1996 and before 2006) have not been treated on a par with post-2006 pensioners as far as revised pension fixation was concerned.

Punjab declares public holiday on January 30

The Punjab government on Tuesday declared a public holiday on January 30 when election to the 117-member state Assembly will be held. All offices of the state government, boards and corporations, educational institutions and other offices would remain closed on the day of polling, an official spokesman said here today. The offices of the Punjab Government located in Chandigarh Union Territory would also remain closed, he added. The holiday has been declared under Section 25 of Negotiable Instrument Act, 1881, which is applicable to banks and financial institutions.

Cadre Review in CBDT and CBEC will be finalized within a fortnight : MOS(DoPT, PMO and Parliament Affairs)

Assuring officers of the Indian Revenue Service that their long standing demand for Cadre Review, V Narayanasamy, Union Minister of State for DoPT, PMO and Parliament Affairs on Friday said, “Within a fortnight cadre review will be finalised with the PMO’s approval. The government will safeguard your interests.” He was addressing the inaugural session of the All India Convention of the Indian Revenue Service Association.

Manipur employees say : No pay panel, no vote

f it pays to keep voters in good humour, the ruling Congress and CPI coalition in Manipur has put itself at a disadvantage, alienating nearly 100,000 government employees by not implementing the Sixth Pay Commission's proposals. The block of government staffers, a sizeable chunk of the 1.7 million electorate, has appealed to people not to vote for the ruling parties.

West Bengal introduced Child Care Leave


Child Care leave for 2 years for women employees of West Bengal
As informed in the blog yesterday, The West Bengal Cabinet Committee has decided to grant a special “Child Care Leave” of two years for female State Government employees.
The rules and regulations for this leave is the same method as in the Central Government services. The CCL could be taken till a child turns 18 years. Maximum period of two years (730 days) for female employees. The female employees will get their full salary during this period.
The Central Government had introduced the leave facility in 2008 for its employees. 
The official order will be published soon.

Cabinet likely to approve 730 days' C.C.L. for women employees of West Bengal for maintaining their children in line with the Central Govt. after sixth C.P.C. implementation. It is known from our sources that cabinet will give it's nod today.

Fixation of Pay consequent upon 6th Pay Commission in cadres of Inspectors / PAs /AOs in Income Tax Dept.

Consequent upon the upgradation of pay recommended by sixth CPC as 6500-10500 to 7450-11500 with Grade Pay of rs 4600, many dept. has done fixation as on 01.01.2006 with basic pay as Rs 7450 for these cadres. But as that is not mentioned in the DOPT order memo dated 13.01.2009 [only enhancement of Grade Pay from Rs 4200 to Rs 4600 is mentioned in the said order], Zonal A/Cs offices are insisting for recoveries where the minimum has been fixed as Rs 13860 [7450 X 1.86] + Grade Pay of rs 4600.
Recently I.T. Dept has issued an order to ZAO not to recover the amount as it is under "Active Consideration" of  DOPT and most likely it will be granted.

J & K Govt Revives Pay Anomaly Panel, To Submit Report By Feb End


he Jammu and Kashmir government has revived the Pay Anomaly Committee, initially constituted in 2009 vide government order No 1387-GAD of 2009 dated October 8, 2009. An order to the effect was issued by the General Administration Department here Monday vide Government Order No 67-GAD of 2012 dated January 16, 2012.

DPE issues order on IDA increase, View the Order

Department of Public Enterprises (DPE) yesterday issued orders increasing IDA rates on revised  Pay/Pension by 4.7% w.e.f. 01.01.2012 to 56.7% vide order No. F.No.2(70)/2008-DPE (WC) - GL -1/2012 dated 16-01-2012. BSNL is yet to issue the orders.

CPI urges EC to allow DA payment for UP employees


The Communist Party of India (CPI) on Thursday urged the Election Commission to allow payment of dearness allowance to state employees as it was due in January but had been withheld as the model code of conduct had had come into force.

It is reported that Coal India Ltd might have entered the defining phase of wage negotiation beginning Tuesday. The three day joint bi partite consultative committee meeting for the National Coal Wage Agreement-IX will be held at Nagpur between January 10 and January 12. The five year pact will be brought into effect from July 1.

The state cabinet on Tuesday approved payment of Rs 160.86 crore as difference of enhanced UGC salary to the teachers of universities in the state payable for the period, August 2010 to February 2011.

Discussion in the National Anomaly Committee meeting on 5th Jan'12


The IV meeting of the National Anomaly Committee was held on 5.1.2012. The meeting was chaired by Shri Mishra Secretary DOP&T.

The Chairman welcomed all members of Official and Staff Side and expressed New Year Greetings while making his introductory remarks.

The Leader Staff Side also welcomed the Chairman and gave new year's Greetings. The following issues were raised by him and by other Staff Side Members:-

Central D.A. from January 2012 : 7% again.

With the availability of All-India Average Consumer Price Index Numbers for Industrial Workers from July to November 2011, It is almost certain that Central workers are going to get another 7% D.A. from January 2012.

The Index No.s from July to November is given below for ready reference.

If the Index No. is in between 192 and 204 for he month of December 2011[Data to be published by Labour Bureau on 31.01.2012], the Dearness Allowance will be same - 7%
So all probabilities keeping in mind it can be safely predicted that D.A. from January 2012 will be 65% of pay.

Bankers may expect 25 slabs D.A. increase from February 2012.

The exact increase for DA cannot be given at this stage as GOI has yet to announce the CPI for the month of December,  2011.   However, based on the CPI already announced for the month of October, 2011 and November, 2011, we are doing this guess work.   The CPI announced so far  are as follows:-

There has been moderate increase in CPI in the month of October 2011, and  November,  2011.  Assuming that there will be again only similar moderate increase  in  CPI for December,  2011 the revised DA is likely to be around 63.90%, for the months of February to April, 2012 (i.e. increase of 25 slabs).   [The present DA is  60.15% for the months of  November, December, 2011 and January, 2012].

Increment between Feb and June : Govt. agreed as one time measure.


The meeting of the National Anomaly \committee was held today[05/01/12] as scheduled. 28 items were subjected to discussions. The next meeting of the Anomaly Committee will finalize the left out items. 
In the meantime we are to inform you that the Government has today agreed in the Anomaly Committee meeting to grant one increment on 1.1.2006 in the pre-revided scale of pay for all those whose increment falls between 1st Feb and 30th June 2006. This is applicable only for those who were in service as on 1.1.2006. They will draw their next increment in the new Pay Band on 1st July 2006.
