Chance of hike of 42 slabs
It is known to everybody that three months' consumer price index no. is needed to calculate the bank D.A. exactly. We have the data for July and August 2012. September data to be published on 31st October and only then the real hike may be calculated.
Predicting the data in advance we can calculate that there may be a likely increase of 6.30% on existing scale. (Remember, the scales are likely to be revised from November itself due to Xth bipartite.)
Thus the total D.A. payable is likely to be 76.50% with effect from 01.11.2012.
(It may kindly be noted that it is only an assumption. Actual increase may vary slightly.)

PSU IDA to increase significantly from October 2012

With the release of index No. by labour bureau, the exact calculation of PSU IDA hike has been done. 
According to calculation based on AICPI figures for industrial workers for the months of June, July and August 2012, the IDA rate to increase by 5.8%, that means total IDA will be 67.3% with effect from 1st October 2012.
Of course, we have to wait for the official declaration.

AICPIN of August 2012 released

The All-India CPI-IW rose by 2 points in August, 2012 and pegged at 214 (two hundred and fourteen). On 1-month percentage change, it increased by 0.94 per cent between July and August compared with 0.52 per cent between the same two months a year ago. 
The next index of CPI-IW for the month of September, 2012 will be released on Wednesday, October 31, 2012.

Rajasthan hikes 7% D.A., at par with central, Issued Order

The Rajasthan government on Thursday hiked the dearness allowance (DA) of state employees by 7 per cent, benefiting nearly seven lakh employees and three lakh pensioners and costing Rs 875 crore additional burden to the exchequer.
The DA has been increased from 65 per cent to 72 per cent of the basic pay, effective from July. It will be at par with the DA of the central government employees, according to an official.

Gujarat employees on mass C.L demanding pay commission implementation

Nearly eight lakh Gujarat Govt. staffers will take mass casual leave on Thursday seeking implementation of sixth pay commission's recommendations. 

The strike is being organised by the Gujarat Rajya Karmachari Samiti, an umbrella organization which has brought all employee unions together. The decision to go ahead with the mass CL programme was announced at 5 pm, on the expiry of the deadline for withdrawing police cases and transfer orders against employee leaders. However, 2,500 employees of the New Sachivalaya Association as well as about 2 lakh probationers will not join the strike.

Army Pension Hike : Jawans to get Rs 550-800, Officers 570-3750

Against the backdrop of criticism by retired military personnel, Defence Ministry today said the recent pension package of Rs 2,300 crore for the ex-servicemen was a step towards achieving the goal of one rank-one pension (OROP) in future

The exact calculation of the amount of money by which the retired personnel would benefit is expected to be done within next two days, they said.
The sources said after the recent announcements, the pension of jawans will increase by Rs 550 to 800 whereas the pension of officers would register a hike between Rs 570 to Rs 3750.

Ex soldiers not happy with pension hike as proposed

Ex-servicemen are unhappy with the pension hike announced by government saying it amounted to "wrong and deceitful" treatment of their long-pending 'One Rank One Pension' demand and vowed to continue struggle for their rights.
"It is deceiving, Govt. has wrongly interpreted the term "One Rank One Pension' (OROP). They have not given OROP, instead they have just merely made an enhancement in pension," Chairman Indian Ex-Servicemen Movement (IESM) retired Lt Gen Raj Kadyan told PTI in New Delhi.

Air India to Pay Salaries for the Months of July and August 2012

Air India will pay salaries to all its employees for the month of July 2012 by the 27th of September, 2012. The salaries for the non-licensed category of employees for the month of August 2012 will also be paid by the 29th September, 2012. In addition, the Airline will pay the PLI for the licensed category of employees for the month of May 2012. This will entail an overall expenditure of Rs. 230 Crore.

Cabinet clears additional pension for ex servicemen


The Union Cabinet has approved the recommendations of the Committee headed by Cabinet Secretary for benefits to ex-servicemen on four issues.   The financial implications of the improvements made as per the Cabinet decision on the four items are broadly estimated at Rs.2300 crore per annum.  The details are as follows:

Central D.A. from July 2012 announced

DA for Central Government Employees 
The Union Cabinet today approved to release additional installment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners with effect from 01.07.2012, representing an increase of 7 per cent over the existing rate of 65 per cent of the Basic Pay/Pension, to compensate for price rise.
The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be of the order of Rs.7408.24 crore per annum and Rs. 4938.78 crore in the financial year 2012-2013 i.e. for a period of 8 months from July, 2012 to February, 2013.

Central D.A. likely to be announced today

The Union Cabinet is expected to meet this evening to consider a 7 per cent hike in the Dearness Allowance (DA) of Central government employees.
Once approved, it will benefit over 52 lakh government employees.

The meetings of the Cabinet Committee on Economic Affairs (CCEA) and Cabinet Committee on Infrastructure (CCI), scheduled for Friday, were postponed apparently in view of the rapid political developments in the aftermath of the government's decision to hike diesel prices and operationalise its earlier move to allow Foreign Direct Investment (FDI) in multi- brand retail.
The hike in dearness allowance will be effective from July 1, 2012, and the employees would be entitled to arrears from that date.
The additional burden on exchequer on account of increase in DA would be around Rs. 5,000 crore for the eight-month period between July, 2012 and February, 2013. It will be Rs. 7,400 crore for the full financial year.
The government had last increased DA in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012. It will now be increased to 72 per cent.

Central D.A. likely to be cleared by cabinet on Monday evening

It is all set to approve 7% D.A. for Central employees and pensioners by the cabinet. The cabinet meeting scheduled on Friday, the 21st September has been rescheduled on Tuesday and then advanced to Monday (24/09/2012) evening.
Once approved the total Dearness Allowance payable from 1st July 2012 will be 72% of total pay. Employees are likely to get 3 months arrears in cash and the enhanced pay will be effected from the salary of October 2012.
Pensioners are likely to get it with the pension of October 2012.

M.P. issued 7% Dearness Relief order for pensioners

The State Government of Madya Pradesh has sanctioned seven percent dearness relief to pensioners and family pensioners with retrospective effect from August 1, 2012. With this, their pension relief has gone up to 65 percent. Dearness relief will also be given on additional pension payable to pensioners of 80 years of age or above.

Finance Minister approves Rajiv Gandhi Equity Savings Scheme (RGESS)

The Union Finance Minister Shri P. Chidambaram approved a new tax saving scheme called “Rajiv Gandhi Equity Saving Scheme“(RGESS),exclusively for the first time retail investors in Securities Market. This Scheme would give tax benefits to new investors who invest up to Rs. 50,000 and whose annual income is below Rs. 10 lakh. 
The Scheme not only encourages the flow of savings and improves the depth of domestic capital markets, but also aims to promote an ‘equity culture’ in India. This is also expected to widen the retail investor base in the Indian securities markets.

Cabinet Meeting scheduled on 21/09/12 : postponed

Union cabinet meeting scheduled on 21st September 2012 has been postponed. So the central employees have to wait for a little longer for their D.A. with effect from 1st July 2012. It was in the agenda of the said meeting and expected to be cleared. Perhaps the present political turmoil has compelled the postponment of the meeting though there is no official statement about the reason behind it.
The Cabinet and its committees, CCEA and Cabinet Committee on Infrastructure (CCI) are now likely to meet on Tuesday, official sources said.

Update at 7 P.M.,20/09/12 : Cabinet Meeting scheduled on 21/09/12 has been postponed
The central government is likely to hike dearness allowance from 65 per cent to 72 per cent, benefiting about 50 lakh of its employees and 30 lakh pensioners, on Friday. 

"The proposal to increase dearness allowance (DA) by 7 per cent of the basic pay is scheduled to come up for consideration of the Union cabinet on Friday," a source said. 

The hike, once approved, will be effective from July 1, 2012, and the employees would be entitled for arrears from this date. 

The government had increased DA last in March this year from 58 per cent to 65 per cent, which was effective from January 1, 2012.

TMC ministers will resign, decided to withdraw support from centre.

Trinamool Congress, the second biggest constituent of the UPA, today dealt a major blow to the Manmohan Singh government when it decided to withdraw its support on the issue of petroleum price hike, FDI in retail and corruption.

In the writ petition filed by Anandabazar Patrika and others (WRIT PETITION (CIVIL) NO(s). 246 OF 2011) on Majithia Wage Board for journalists, the apex court on 17th September said that it would deliver direction on this issue on 21st September 2012.

Army pay : Govt. likely to accept major demands

The government is keen to accept at least four of the armed forces’ demands on fixation of their pay and pension. The high-powered committee set up by PM Manmohan Singh has given its ideas wherein it has accepted that some of the demands of the forces need to be met immediately as there are glaring anomalies, sources said.

PSU IDA likely to increase five percent from October'12

The All India Consumer Price Index  for July, 2012  is 212 points.
For June 2012, it was 208.  There is an increase of 4 points within one month.
At this rate,  the IDA Rate may increase by 5 percent  with effect from October 2012.
This can be confirmed only after the Index for August is declared.  It will be known only on the last working day of September.

Nationwide strike on 20th September against petro hike and FDI

Update : The CPIM led left front has called a 12 hour general strike in West Bengal and Tripura on the same day (20/09/12) protesting the centre's "anti people"  decisions. The TMC led state Govt. in West Bengal, though opposing petro hike and FDI , declared to oppose the strike and maintain normalcy in the state.
Opposition to the Congress-led UPA Government’s decision to raise the price of diesel, ration the supply of LPG cylinders and open up the multi-brand retail sector to FDI snowballed on Saturday. Barring a handful of of its minor allies, the Congress stands virtually isolated on both issues.
The BJP-led NDA will hold a country-wide protest on September 20 protesting against the decision to hike diesel price and allow FDI in multi-brand retail. All major opposition parties will be joining the September 20 countrywide strike.

Haryana to implement e pension scheme, credit pension to bank account

Haryana government would implement e Pension scheme for all those pensioners and family pensioners who have started drawing their pension on or after August 1 this year.

For all other pensioners or family pensioners who were already drawing pension through the existing system, the scheme would be extended in a phased manner as decided by the Finance Department from time to time, an official release said here today.

No five days week for Kendriya Vidyalaya


Kendriya Vidyalaya Sangathan has clarified that the media reports regarding the plan of implementing 5 working days a week in all KV Schools in India is only a point discussed in the JCM of Kendriya Vidyalaya Teachers Association.
KVS further claified that it has no proposal so far for implementing 5 working days a week for KV Schools in India.
In this regard, KVS has issued a letter to Times of India clarifying the present position.

Supreme Court ordered rank pay arrears for Armed Force

The armed forces won a landmark victory in their long standing battle to get an anomaly in fixation of pay scales for commissioned officers noticed in the 4th Pay Commission.

The Supreme Court today ordered payment of rank pay arrears to all affected officers estimated to number over 20,000 with effect from January 1, 1986.

The government had been told the pay the arrears within 12 weeks. According to sources, the total outgo to government in making this payment will be over Rs. 1500 crore.

Cabinet clears SC/ST quota in job promotions

The Cabinet on Tuesday cleared a Bill which provides for the reservation to the Scheduled Castes (SCs) and Scheduled Tribes (STs) in government job promotions. The Bill envisages reservation-based promotions for SC/ST candidates in government jobs.
The government will introduce the Bill in Parliament on Wednesday or Thursday.

Himachal announces Grade Pay as Punjab pattern

 In yet another gift to employees ahead of Assembly polls, Chief Minister Prem Kumar Dhumal today announced 'Grade Pay' to about 2.5 lakh employees on Punjab pattern, incurring annual expenditure of about Rs 500 crore. The announcement about acceptance of the major demand of the employees was made at a rally, organised by BJP to highlight various welfare programmes and speedy development of the state during the Dhumal's tenure. The chief minister said that the state government had carried out uniform and balanced development and implemented most of the promises made in the election manifesto. He claimed that a number of schemes, which had no mention in the manifesto, had also been implemented for the benefit and welfare of people of the state. Meanwhile, party's senior leaders including National Vice President Shanta Kumar, general secretary J P Nadda were also present in the rally.
