New year bonanza for West Bengal employees : D.A. declared

West Bengal Chief Minister Mamata Banerjee today announced a 10 per cent Dearness Allowances for the state government employees with effect from January 1,2017. Announcing this DA for the government employees at the state secretariat, Ms Banerjee said the enhanced benefit would be effecting from first of day of the next year - 2017.

BANK STAFF DA FOR NEXT QUARTER -Feb'17 Mar,April'17- LIKELY TO  BE REDUCED -( 5 slabs or below.)

As per  the release of All India Consumer Price Index Numbers for Industrial Workers (AICPIN-IW)Base 2001=100 for the month of November '16 by
Labour Bureau,Ministry of Labour and Employment today,the Index Number for the month of November stood at 277 points as against 278 of Oct'16 with one point reduction.

Thus confirmed Index Numbers for past two months are as follows:

                                    Base 2001=100                        Base 1960=100

Oct'16                                    278                                     6345.60
Nov                                        277                                     6322.77

As such there is every likely hood of reduction in BANK STAFF DA for the next quarter - Feb'17 to April'17,if the current level of Index is continued at the same level for the month of Dec'16.too.
This is based on current inflationary trend as well as on assumption that there may not have much possibility of increase in Index numbers  for Dec'16 to keep the DA level at least to current level.,
Please note that actual figure may vary and can be arrived on release of Index number for the month of Dec'16 by next month end.

MP govt hikes DA by 7 pc for its employees, pensioners

Bhopal, Dec 27 (PTI) The Madhya Pradesh government today announced a 7 per cent hike in dearness allowance (DA) for its employees, pensioners and those working with the local bodies and panchayats.

"State cabinet has given the nod to the proposal hiking the DA by 7 per cent to its employees, taking it up to 132 per cent," state Public Relations Minister Narottam Mishra told reporters after the cabinet meeting here this morning.

The proposed DA would be meant for government employees, pensioners, panchayats, local bodies, rural development department employees and teaching staff employed with the local bodies.

It would come into effect from July, 2016 and the payments would begin with the salaries of December, 2016, he added.

Mishra informed that the state government has also given its nod for the appointment of 497 candidates for the posts of forest guard, who passed the Forest Guard Exam held in year 2008.

"These appointments are to be made against the vacant posts," he added.

Chhattisgarh to pay 7th pay panel salary soon

Chhattisgarh Chief Minister Raman Singh on Sunday announced that the State Government will soon start paying seventh pay commission salary scale to the officials and employees.
The formalities for introducing the seventh pay commission salary scale will be completed at the earliest, he said while meeting a delegation of Chhattisgarh Officers and Employees Federation at his official residence at Raipur.

Two-day special leave to SBI employees

State Bank of India will grant special leave of two days to its employees as reward for having taken additional stress since November 8 when demonetisation was announced.
Employees would be able to avail this leave any time until March 2018, said SBI Chairman Arundhati Bhattacharya in Mumbai on Wednesday.

7% DA hike for Odisha government employees, pensioners

Odisha Chief Minister Naveen Patnaik on Saturday announced a Dearness Allowance (DA) hike of seven per cent for state government employees and pensioners.
It will be implemented with retrospective effect from July this year, said a release from the Chief Minister's Office (CMO).
The state government increased the DA to 132 per cent from the present 125 per cent.
A total of seven lakh people, including four lakh government employees and three lakh pensioners, would benefit from the decision, according to the release.
The increased DA for the July 1 to November 30 period will be remitted in the bank accounts of employees, while the hike from the current month will be paid together with their salaries, said sources.

Central employees marched towards parliament, called strike

Central employees marched parliament yesterday to protest against Govt. regarding different issues about 7th pay commission implementations.
So far Govt. did not form any committee or offer any assurance to revise minimum pay and fitment factor.
Decision on allowances looks remote at least as on date. Associations role is being suspected by most of the employees as they called of the indefinite strike without any positive assurance from the Govt.
Now they have again called for one day strike on 15th February 2016 but will the employees be motivated this time ? They have seen number of betrayals in the past. Let us wait and watch.

Tamil Nadu announces 7% D.A, Download Order

Chief Minister O Panneerselvam on Thursday announced seven per cent hike in dearness allowance for 18 lakh  employees, pensioners and family pensioners of the State government,  with retrospective effect from July 1, 2016. The measure would cost an additional expenditure of Rs 1,833.33 crore to the State exchequer. The DA hike follows the Central government’s decision to hike DA for its employees by seven per cent.

The DA arrears for the period from July 1 to November 30 would be credited to the bank accounts of employees and others. From this month onwards, the DA hike would be given along with the monthly salary, the Chief Minister said in a statement here.
 While government employees would get a minimum hike of Rs 427 to a maximum hike of Rs 5,390, the pensioners and family pensioners would get a minimum hike of Rs 214 and a maximum hike of Rs 2,695.  
The DA hike will apply to government staff, including the teaching and non-teaching staff working in aided educational institutions, employees under local bodies and employees governed by the University Grants Commission /All India Council for Technical Education scales of pay.

Uttarakhand approved pay benefit for employees

The Uttarakhand government has approved the Seventh Pay Commission benefits for its employees.
The state Cabinet on Tuesday approved the pay commission recommendations for the state government employees. It also approved a two Cabinet ministers’ subcommittee headed by Chief Minister Harish Rawat that would finalise the modalities for the implementation of the commission’s recommendations. Finance minister Indira Hridayesh and Navprabhat would the members of the subcommittee.

U.P. cabinet clears pay hike

UP cabinet approves implementation of 7th pay commission recommendations for state government employees:CM Akhilesh Yadav.-----PTI
As per new salary structure, entry salary that is of the lowest rung will be around Rs 18,000 and pay for highest office of Chief second will be around Rs 2.25 lakh.
Addressing the media on Tuesday over the big decision taken few months before the Uttar Pradesh Assembly polls, Akhilesh Yadav said that the pay hike will be implemented from January 17.
The recommendations will be applicable retrospectively from January 1, 2016.


U.P. cabinet likely to approve new pay today

The state cabinet is likely to give a go ahead to the implementation of the Seventh Pay Commission during its meeting on Tuesday to be chaired by chief ministerAkhilesh Yadav. Following the cabinet approval, the government is also expected to table another supplementary budget in the assembly session starting December 21, for budgetary sanctions to fund the revised scales of employees and pensioners.


The decision is expected to be given cabinet clearance following recommendations by a committee.


More than 16 lakh government employees and 6 lakh pensioners will stand to benefit directly through the implementation.


With assembly polls in UP expected to be announced shortly, the SP government is now expected to make a budgetary allocation for its implementation, which is expected to be to the tune of Rs 24,000 crore.

Higher allowances for central employees likely to be delayed further

 Central government employees may get higher allowances under the 7th Pay Commission recommendations from February, 2017. The government is planning to pay higher allowance under the 7th Pay Commission recommendations from February to minimise the expenditures. The extension of two months for the 7th pay commission recommendation might receive higher notification thus pushing it forward to the next fiscal year rather than initiating from this year, said a Fab News report. The recommendation for a hike in salaries will be considered from February 2017 and only be applied from the next fiscal year i.e. April 2017, it said further.

Bonanza for Arunachal Pradesh employees

The Arunachal Pradesh cabinet headed by Chief Minister Pema Khandu decided to give New Year Gift to more than 70499 regular state government employees and 25919 pensioners by implementing the 7th Central Pay Commission recommendations. The cabinet at its meeting here today decided to implement the 7th Central Pay Commission’s recommendation from January 1 this year and would add financial liability of Rs 423.27 crore for 2016- 17 to the state exchequer, government spokesman Passang Dorjee Sona told media persons.

Change of date of holiday on account of Milad-Un-Nabi or Id-E-Milad

All Central Govt. offices in Delhi will be closed on 12th December 2016 instead of 13th December as scheduled earlier as the festival will be celebrated there on 12th itself.
For Offices outside Delhi / New Delhi the Employees Coordination Committees or Head of Offices (where such Committees are not functioning) can decide the date depending upon the decision of the concerned State Government.

Bank unions threaten to agitate, plan strike against work pressure

Bank unions are planning agitation, including strike, to highlight the heavy work pressure faced by employees in the wake of demonetisation and lack of improvement in supply of currency notes. 

While the government and the Reserve Bank of India (RBI) say there has been some improvement in supply for currency notes in the system, the ground reality is different, say the unions. 

C H Venkatachalam, general secretary of All India Bank Employees Association (AIBEA), told Business Standard that if the problems for bank employees continue, the unions would be compelled to strike.

Salient features of 7th Assam Pay & Productivity Pay Commission:

State Finance Minister Himanta Biswa Sarma has announced the recommendations made by the 7th Assam Pay & Productivity Pay Commission today on 28th November 2016. He said that the government will implement the recommendations of the 7th Assam Pay & Productivity Pay Commission from April next year. Earlier, the 7th Assam Pay Commission submitted its report to chief minister Sarbananda Sonowal on 18th November 2016.
He further added that the recommendations made by the State Pay Commission would be placed before the cabinet for approval in February following which it will be implemented from April, 2017. On the other hand, the dearness awareness (DA) will be increased with retrospective effect from January 1, 2016.
1.The minimum pay has been fixed at Rs 15,900 which is around 2.62 times the minimum pay recommended by the Assam Pay Commission 2008.

WB Govt. will take strict action for absence on 28th and 29th Nov due to "Bandh"

"Now, the Governor has been pleased to decide that absence of employees on those dates will be treated as dies non and no salarywill be admissible unlesssuch absenceis covered by grounds as mentioned in Finance Department Memorandum No. 2013-F(P)dated 06.03.2012 which are reproduced below:
 a} Hospitalisation of the employee 
b) Bereavement in the family 
c} Severe illness and absencec ontinuing from before 
d) Employees who had been on Child Care Leave, Maternity Leave,Medical Leav eand Earned Leave Sanctioned and continuing prior to issue of this order 
e) Compelling reasons of similar nature, where the employees could not report for duty for circumstances beyond his/her control. (Specific reasons with documentary proof will haveto be furnished in each case). 
It is mentioned here that dislocation of traffic will not be a reason for granting leave"

Central employees likely to get new allowances from January'17

It is reported from sources in the Ministry of Finance that centre likely to start disbursing allowances at higher rate in the next calendar year.
It is learnt that due to demonetization and cash crunch, the process is delayed. It is likely to be paid from January 2017. 
Regarding date of effect, though the decision is yet to be taken but it is widely anticipated that fatter allowances will be effected from August 2016 and arrears to be paid in one go in January 2017.
As far as rate of allowances, the source added that the committee will stick to the pay commission recommendation. So the possibility to get something higher looks remote.
It is also reported that Govt. may consider only against abolishing of a few allowances as a populist measure.

Income Tax warns account holders against depositing black money into their account

In a press statement Income Tax department cautioned account holders against depositing others money into their bank account and helping conversion of black money. It is reminded that there is no such immunity of depositing upto Rs 2.5 Lac and though within this threshold limit , it may be investigated if found suspicious.
"It was announced by the Government earlier that small deposits made in the banks by artisans, workers, housewives, etc. would not be questioned by the Income Tax Department in view of the fact that present exemption limit for Income Tax is Rs.2.5 lakh. Reports are being received of instances where people are using other persons’ bank accounts to convert their black money into new denomination notes for which reward is also being given to the account holders who agree to allow their accounts to be used. This activity has been reported in case of Jan-Dhan Accounts also. It is hereby clarified that such tax evasion activities can be made subject to Income Tax and penalty if it is established that the amount deposited in the account was not of the account holder but of somebody else. Also the person who allows his or her account to be misused for this purpose can be prosecuted for abetment under Income Tax Act. However, genuine persons depositing their own household savings in cash into their bank accounts would not be questioned. The people are requested not to get lured by black money converters and be a partner in this crime of converting black money into white through this method. Unless all citizens of the country help the Government in curbing black money, this mission of black money will not succeed. Also the people who are against the black money should give information of such illegal activities going on to the Income Tax department so that immediate action can be taken and such illegal transfer of cash can be stopped and seized. Black money is a crime against humanity. We urge every conscientious citizen to help join the Government in eradicating it."

Govt. allowed central staff to draw upto Rs 10 thousand in cash as advance salary

Employee to exercise option within 18th November to get this opportunity. If no option is exercised, it will be assumed that the employee is willing to draw the advance salary in cash.
The government has  allowed its Group C employees, including from PSUs, defence and railways, to get salaries up to Rs 10,000 in cash in advance which will be adjusted against their November salary. "It is expected that this will relief pressure on banks, - Economic Affairs Secretary Shaktikanta Das

Details of procedure to get Advance Salary in cash :
In terms of Rule 64 (2) of Central Government Account (Receipt & Payment) Rules, 1983, the President is pleased to release part salary, in advance, amounting to Rs. 10,000/- (Rupees ten thousand) by 23rd November 2016 from the salary for the month of November 2016 in the form of cash payout to all Non-Gazetted employees of Central Government.
 2. Employees, who do not wish to receive the cash pay-out of the part salary advance amounting to Rs.10,000/- (Rupees ten thousand) may give their option in the •••• enclosed proforma to their respective Drawing & Disbursing Officer by 18th November 2016. In that case, their salary will be credited to their account on the last working day of November 2016, as usual. In case no option is received by the said date, it will be presumed that the employee has opted for cash pay-out and the payment thereof will be disbursed in cash accordingly. Residual part of their salary payable for the month of November 2016 will be released as per the existing procedure.

Press Statement of Finance Ministry regarding demonetisation

Finance Ministry reviews the position regarding availability and distribution of all denomination of bank notes in different parts and regions of the country; Issuance of the new series of Rs. 500/- notes commenced; Instructions issued to the Banks and Post Offices to ensure proper distribution of all denomination notes including small denominations up to the last mile including through mobile banking vans and Banking Correspondents (BCs).
The Union Finance Ministry today reviewed the position regarding availability and distribution of all denomination of bank notes. Some of the highlights of the review and the decisions taken are as follows:-

1. In the first four days ( from November 10th to 13th , upto 5 pm ) about Rs 3.0 lacs crores of old Rs.500/- and Rs.1000/- bank notes have been deposited in the banking system and about Rs.50,000 crores has been dispensed to customers by either withdrawal from their accounts or withdrawal from ATM’s or by exchange at the counter. Within these four days, the banking system has handled about 18 crore transactions.

2. Coordination is being continuously done by Ministry of Finance with RBI, Banks and Post Offices to make all denomination notes available at all locations.

3. Instructions have been given to the Banks and Post Offices to ensure proper distribution of all denomination notes. Banks have also been especially advised to ensure the availability and distribution of small denomination notes.

4. Chief Secretaries of the States have been requested to identify the rural pockets, if any, where availability of cash has been a problem and provide all support to the Banks and Post Offices in order to ensure the last mile distribution of small denomination of notes is done through mobile banking vans and Banking Correspondents (BCs).

5. It has been reported that certain business houses viz. Hospitals , Caterers , Tent houses etc. are not accepting Cheques/Demand Drafts and online payment transfer from customers. It is advised that in such cases customer can make a complaint to the concerned District Magistrates/District Administration for action against such establishments.

No need to panic on cash deposit of old notes : I.T dept is not going to chase every deposit.

Housewives, farmers and those whose annual income is within the tax exemption limit may not be hounded by tax authorities for depositing up to Rs.2.5 lakh of the now-defunct higher denomination currency notes in bank accounts, a top government official said today.

After withdrawing Rs500 and Rs1,000 notes from circulation, the government allowed individuals to deposit the same in their bank accounts till 30 December and get smaller denomination ones or new Rs500 and Rs2,000 bank notes.
These deposits, however, will be scrutinised to catch tax evaders and black money holders. But those falling within the income tax exemption bracket Rs2.5 lakh need not worry regarding their cash deposits in banks except for suspicious cases, the official said.

Banks will remain open on weekend to exchange old notes

Banks will remain open on coming Saturday and Sunday to deal with the rush of people expected to queue up at branches to exchange now-invalid currency notes of Rs 500 and Rs 1,000.
For public convenience, banks will remain open on coming Saturday and Sunday, Economic Affairs Secretary Shaktikanta Das tweeted.

As per the normal schedule, the coming Saturday being the second would have been a holiday, but keeping in view the expected rush at the branches, it was decided otherwise.
There are about 149 scheduled commercial banks, including 56 regional rural banks, with branch network of about 1.30 lakh across the country. Besides, the co-operative banks have also been asked to take deposit and exchange the old with the new one.
It is, however, not clear whether post offices would be open or not on the weekend. There are about 1.25 lakh post offices across the country.

Prime Minister right now announced that Rs 500 and Rs 1000 currency note is no longer valid from today midnight.
These currency notes may be changed from Bank and Post Office upto 30th December.

Central D.A. from 01.07.16 : Order issued

“…the President is pleased to decide that Dearness Allowance (DA) payable to all categories of central government employees shall be admissible at the rate of 2 percent of basic pay per month w.e.f. 01.07.2016,” a finance ministry’s office order said.
According to the today’s Office Memorandum No.1/2/2016-E-II (B), the term ‘basic pay’ in the revised pay structure means the pay drawn in the prescribed Level in the Pay Matrix but does not include any other type of pay like special pay, etc.

Odisha to implement 7th pay commission recommendations

As a Diwali bonanza, the Odisha government today announced to implement the recommendations of 7th pay commission for its employees for which it would constitute a fitment committee.
The state government would set up the fitment committee which would prepare the modalities for implementation of the recommendations.
“I am happy to announce that the state government will implement the 7th pay commission recommendations. A fitment committee has been formed for working out the modalities. This will benefit the state government employees and pensioners,” Chief Minister Naveen Patnaik said.
With this, around four lakh state government employees and over three lakh pensioners would be benefitted.
It may be recalled that the 7th pay commission headed by Justice AK Mathur had recommended 23.55 % overall hike in pay, allowances and pensions for central government employees with effect from Jan 1 this year.

West Bengal pay panel seeks extension of one more year

According to sources in Nabanna, Sarkar wrote to the Chief Minister and the state Finance Department seeking an extension of the eight-member Commission as hearing of many of the applications is yet to be completed.

Chief Minister Mamata Banerjee had announced the setting up of the Pay Commission on November 27 last year. Initially, the Commission was granted six months to file its report. Later, it was extended by another six months.

The Commission received around 1,100 applications including those from various government employees’ associations and intends to hear all the applicants before preparing the final report. Based on the report, the state government will decide on restructuring of the salary of its employees.

Besides, the Commission also has to examine policies including existing promotion policies, related aspects, benefits and allowances to the employees.

While the Commission report was pending, the Mamata Banerjee government announced an interim relief of 10 per cent on band pay to the state government employees. 

The Chief Minister made the announcement soon after coming to power for the second term. The interim relief came into effect from July this year, for which the state government has allocated Rs 3,000 crore.

State government employees are eagerly waiting for the revision in their pay structure as there is a difference in the dearness allowance paid to them and the Central government employees.

Cabinet approves 2 percent DA for Central government employees

Cabinet approves release of an instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 01.07.2016
The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval to release an instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.07.2016 representing an increase of 2% of the revised Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.
The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs. 5622.10 crore per annum and in the Financial Year 2016-17 for the period of 8 months (i.e. from July 2016 to February 2017), it would be Rs.3748.06 crore. About 50.68 lakh Government employees and 54.24 lakh pensioners will be benefitted.

In what could bring cheers to 50 lakh central employees and 58 lakh pensioners ahead of Diwali, the Centre is all set to announce 2 per cent dearness allowance to be effective from July 1, 2016. 

"The proposal to provide 2 per cent dearness allowance and dearness relief to central government employees and pensioners respectively, is listed on agenda of the Union Cabinet meeting scheduled for tomorrow," a source said. 

Dearness allowance and dearness relief is provided to employees and pensioners to neutralise the impact of price rise on their earnings. 

Earlier this year the government hiked Dearness Allowance by 6 per cent to 125 per cent of the basic pay. The DA was later merged into the basic pay following implementation of 7th Pay Commission award. 

The central government employee unions want that the DA should be increased by 3 per cent and not 2 per cent which is being considered by the centre. 

President of Confederation of Central Government Employees K K N Kutty told PTI: "The 12-month average of Consumer Price Index for Industrial Workers from July 1, 2015 to June 30, 2016, works out to be 2.92 per cent. The Official Side mentioned that, they are trying to find out some solution to resolve the issues of Minimum Wage and Fitment Formula raised by the Staff Side."

Punjab govt releases 6 pc DA for employees, pensioners

Chandigarh, Oct 21 (PTI) Punjab Finance Minister Parminder Singh Dhindsa today gave his nod to release 6 per cent dearness allowance (DA) with November salary or pension for the government employees and pensioners.

With the release of this DA installment, the state would touch 125 per cent from present 119 per cent of the basic pay/pension, Dhindsa, in a statement issued here, said.

In a relief to foreign settled retired employees, he said DA would continue with their pensions.

The government has decided to take back a letter stopping DA of pensioners who have acquired foreign citizenship, he added.

Media Report : "Committee on allowance ready with report"

Government employees might have an exciting new year as the Committee on Allowances under the chairmanship Finance Secretary Ashok Lavasa is ready with its reports.
Media reports said that the committee is likely to submit the reports on revised allowance to Finance Minister Arun Jaitley very soon.
Quoting sources in the Finance Ministry, media reports said that the committee is waiting to be called by Jaitley for submission of its reports.

7th Pay Commission: Central govt employees likely to get fatter allowances before Diwali

Once the notification issued, the revised allowance recommended by the 7th Pay Commission will be given to central government employees and pensioners from October or November.

The notification for the implementation of the fatter allowances under 7th Pay Commission recommendations is likely to be issued within two weeks by Prime Minister Narendra Modi led government. Once the notification issued, the revised allowance recommended by the 7th Pay Commission will be given to central government employees and pensioners from October or November on the eve of Diwali. The special committee on allowances, under 7th Pay Commission recommendations, headed by Finance Secretary Ashok Lavasa, will soon submit its report to the Finance Ministry. It is expected that central government employees and pensioners will start getting higher allowances from their October or November salaries or pensions.

7th Pay Commission: Defence forces to get 10% arrears before October 30 as 'Diwali gift

The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016.

Even as the Central government and the three defence chiefs are trying to sort out a dispute over the new pay grades for the army, navy and the air force, the BJP government has planned a temporary payment for the armed forces.
The defence ministry has said a "pending issuance" of the pay commission notification has been sanctioned by the president on ad-hoc basis. The arrears will be 10 percent of the current pay drawn by the soldiers, which would be calculated from January 2016, the Economic Times reported.

Interest Free Advances to Central employees abolished

Almost all the interest free advances admissible to Central Govt. employees are abolished as per the recommendation of seventh CPC. Only exception will be :
1. Advance for medical treatment
2. Advance for travelling allowance for family of deceased
3. Advance for T.A. on tour and LTC advance
All other allowances such as Bicycle Advance, Festival Advance, Advance of pay on transfer etc. has been abolished with immediate effect.

Computer advance retained
All central Govt. employees may avail Personal Computer Advance upto Rs 50,000/, maximum five times in entire service life.  This is an interest bearing advance. Other interest bearing advances such as motor cycle advance, motor car advance stand discontinued with immediate effect.

7th CPC : New Allowances from August ?

 Following News has been published by Sen Times, a popular website for Central Govt. employees.
“Fatter allowances are likely to be implemented with effect from August 1, 2016,” sources in Finance Ministry familiar with the matter said today morning asking not be named.
“The arrears of hike in basic pay is usually only paid. No arrears for allowances is paid, as per usual practice, the allowances is paid from the date of starting payment of salaries on the recommendation of the new pay commission, the 7th Pay Commission recommendations has been started from August. Hence the government will implement higher allowance from August 2016 and the government is considering this angle,” the sources said.
The government has paid its employees arrears arising from implementation of the 7th Pay Commission recommendations in one go in August salaries. The basic pay hike has been made effective from January 1, 2016.
“The FM is likely to approve the proposal of committee on allowances which will stick to the 7th Pay Commission’s recommendations on allowances like glue and the higher allowances will be implemented with prospective effect from August 2016,” the sources confirmed.
However, the central government employees unions demanded for implementation of the allowances with retrospective effect from January 2016.
The hike in allowances is likely to happen by October 31, the sources told The Sen Times.

GPF interest rate reduced to 8% from Oct to Dec 2016

"It is announced for general information that during the year 2016-2017, accumulations at the credit of subscribers to the General Provident Fund and other similar funds shall carry interest at the rate of 8.0% (Eight per cent) w.e.f. 1st October, 2016 to 31st December, 2016. This rate will be in force w.e.f. 1st October, 2016."

Minimum wage and multiplication factor : Unions started "Strike" drama again

It has been crystal clear that Govt. is not at all considering enhancement of multiplication factor or minimum wages, the existence of the national leaders of union is surely at stake. Employees with lowest increase in the pay commission effect ever were in the mood of agitation and spontaneously welcomed the decision of indefinite strike. But they watched with disbelief that their own leaders were much more active to withdraw the strike than the Govt. Leaders claimed that Govt. assured them to form a high level committee to consider their demands but later on the FM categorically denied any such possibility. Employees have no trust upon their leaders and they hardly believe any such commitment was actually made by Govt.
To regain faith or keep their office of profit intact, the leaders once again started the hype of agitation, details of which is given below.
"1ST PHASE – 20TH OCTOBER 2016 – THURSDAY
Demonstration at all centres/all office gates and forwarding of resolutions adopted on charter of demands to Hon’ble Prime Minister of India (2) Hon’ble Home Minister (3) Hon’ble Finance Minister and all Departmental heads.

Mass dharna at all state capitals/important centres.

EXPECTED INCREASE OF 25 SLABS IN DA PAYABLE FOR BANK STAFF IN NEXT QUARTER –Nov’16 to Jan’17.

 All India Consumer Price Index Numbers (AICPIN)for Industrial Workers (Base 2100=100)for the month of August ’16,stood at 278 points with a fall  of 2 points,compared to July’16 figure,as per data published to day by Labour Bureau,Ministry of Labour and Employment.
               Thus the confirmed index numbers of past two months are as follows:

                                   Base 2001=100                      Base 1960=100

JULY’16.                         280                                                6391.25
AUGUST’16.                   278                                                6345.60

             If the same level of current month Index. is expected to be continued for next month too, DA payable to Bank Staff for next quarter (Nov-Jan’17)may have 25 slabs increase. If it is assumed further increase of one point same may go up to 27 slabs.                                                                                                                   
              It may be noted that the above projection is based only on present inflationary trend and past years index movement.Actual increase can be arrived only on  release of index number for Sept ’16 at the end of next month.

Cabinet approved bonus for Railway employees

The Union Cabinet chaired by the Prime Minister Shri Narendra Modi, has given its approval to pay Productivity Linked Bonus (PLB) equivalent to 78 days wages to eligible non-gazetted railway employees (excluding RPF/RPSF personnel) for the financial year 2015-16. The approval entails a financial implication of approximately Rs.2090.96 crore. 

Payment of PLB would result in motivating a large number of railway employees to improve the performance of the Railways and enhance the productivity levels further besides maintaining industrial peace. 

The payment of this Bonus to eligible Railway Employees will be made before Dussehra/Puja holidays.

Govt is actively considering central D.A. increase from 01.07.2016

Sources close to Finance Ministry told that the initial installment of DA to central government employees on the revised pay structure w.e.f 1.7.2016 is under consideration.
There is a confusion about percentage of D.A. payable from 1st July 2016 to Central Govt. employee and pensioners. There may be a hike of 2 to 3 percentage point, which is to be announced very soon, probably in this week.
Meanwhile Govt asked the Pay Research Unit to calculate exact financial implication for every percentage of D.A. increase, which is a routine matter.

Army to get revised salary from September onwards

Sources said that during the meeting with the chiefs, Manohar Parrikar told them that the government cares for the forces and all concerns raised by them will be addressed.
Fourteen lakh army personnel will receive revised salaries, recommended by the 7th Central Pay Commission (CPC), September onwards. The three service chiefs have given the government more time to separately resolve "core pay anomalies" at a later date.

The Defence Ministry issues separate notification on September 6 on Pay Commission recommendations, following which the three chiefs write to both the Prime Minister and Parrikar to hold the implementation in view of the “unresolved anomalies”
A confrontation between the government and the defence forces appears building up following Defence Minister Manohar Parrikar’s refusal to reconsider revision of the recommendations of the Seventh Central Pay Commission despite the written protest lodged by the chiefs of the three forces on September 9.

New allowances for central staff likely to be paid from October

Government employees will have a real festive bonanza this year. As per media reports, central government employees will get the revised allowances as per recommendations made by 7th Pay Commission from October 1.
The Committee on Allowances under the chairmanship of Union Secretary, Finance (Expenditure) had on September 1 met with representatives of the Central government unions.
The committe is expected to give its reports on revised allowance to Finance Minister Arun Jaitley this week.
On July 22, the Committee on Allowances was set up to decide on revision of allowance as Justice A K Mathur panel had earlier recommended abolition of 51 allowances and subsuming 37 others.
"The 7th Pay Commission examined a total of 196 existing allowances and, by way of rationalization, recommended abolition of 51 allowances and subsuming of 37 allowances. Given the significant changes in the existing provisions for allowances which may have wide ranging implications, the Cabinet decided to constitute a Committee headed by Finance Secretary for further examination of the recommendations of 7th CPC on allowances," a press release issued by the government after the Cabinet approval to Pay Commission recommendations had said.
The government has notified a 2.57-time hike in basic salary for 1 crore government employees and pensioners as per the 7th Pay Commission recommendations. The pay hike has been made effective January 1, 2016.

Relaxation to travel by air to visit NER, J&K and A&N on LTC extended

Relaxation extended for two more years, with effect from 26th September 2016.
For journey to Jammu and Kashmir, any airlines (including private operator) may be preferred, subject to LTC 80 fare of Air India.

"The undersigned is directed to refer to this Department's O.M. of even No. dated 26.09.2014 on the subject noted above and to say that relaxation. of CCS (LTC) Rules, 1988, to allow Government servants to travel by air to North East Region (NER), Jammu and Kashmir (J&K) and Andaman & Nicobar Islands (A&N) is extended for a further period of two years w.e.f. 26th September, 2016 subject to the following conditions:
 (a) Travel by air to continue to be performed by Air India in Economy class at LTC-80 fare or less. (b) For journey by air to Jammu & Kashmir, travel by any airline is allowed, however, the journey should be undertaken in Economy class at a fare less than or equal to LTC-80 fare of Air India.

Karnataka to form panel to look into 7th pay recommendation

State government employees, including teachers and policemen, have reasons to smile: Their salary cheques are set to get fatter, probably from next year.
The Congress government, which has been facing flak for neglecting its 6.1 lakh employees, may soon set up a panel to recommend hike in payscale, pension and retirement benefits as per the Seventh Pay Commission report. West Bengal to observe Id-Ud-Joha on 13th Sep, Bank, LIC to remain closed

In line with Central notification  in Delhi, West Bengal changed holiday to Tuesday, the 13th September 2016.
